There are three things I would like to say about this article:
1. The licensing authority is NOT the Government! It is the National Teaching Council of the Ministry of Education – Civil Service! Governments will come and go but the council will remain. If we accept this fact, then policies made during the term of a particular government will remain after the term of office has past.
2. Dr Tawia, I would like to say the certification should be issued once. There should rather be ongoing compulsory Continuous Professional Development (CPD) at regular interval for all registered teachers.
3. Infrastructural development must be a priority. No matter how trained a teacher is, he or she would be limited in teaching if the facilities being used are limited.
I could be reached for possible inputs through: sypeps@gmail.com

Why are we Ghanaians always quick to implement everything from the white man. Have you asked your serves how much teachers in Canada are paid? Availability of teaching materials? Do they ignore their teachers in curriculum development? Do they use two years rather than three years as we are made to believe in Ghana(SHS)? We don't even know when our SHS students will be returning from vacation because We cannot tell when feeding grant for the three Northern Regions will be given. If you have resources to licence teachers rather use it to feed the future leaders of this country but don't over burden the already angry and hungry hard working Ghanaian teachers who can hardly depend on their salaries.

What criteria are you going to use to do that? What if one fails to meet the criteria though that person may be a professional, what then becomes of that person. YOUR GOVERNMENT WILL GO AND LEAVE US WITH YOUR DANGEROUS POLICIES.

Solomon, This is a very important thing being done. It should have be done in 1960. Teaching is a profession and certification is one of the key things you find in any profession. I have taught in many countries. Wherever I go I am made to get certified before I get recognised as a Professional Teacher. The National Teaching Council of the Ministry of Education is putting right something which has been done right in this Ghana. Getting teachers certified should not be put on hold because of the 'economic hardships' in the country. If anything at all we should commend the National Teaching Council of the Ministry of Education for this initiative. Politics should not be part of this Please.

Even in the UK, as you can see, there are systems that helps to bring on board non certificated "teachers". We need more teachers trained before this can be effective, but under the present condition where teachers training allowances are being withdrawn.... hmmmmmmmmmm

To begin with, I want to make one point clear. All teachers in Ghana are certificated, what is left is licensing which will give teachers their professional titles. It is all good, but the butom line is to make the profession attractive. without the attraction teachers or any other profession will be treated as it is. if you manage to make "kayayo" attractive, people will love be kayayos, respect it and work to maintain its integrity. It is about time we stop the lips service as a nation and get serious. Canadian teachers have one of the best pensions in the world, what can we say about Ghanaian teacher? "retire to die". change things from "only politicians count", and all Ghanaian professionals abroad will be willing to come back home to serve our own people.

It is not true that all teachers in Ghana are certified. In my village and many of the villages around it most of the teacher are ''pupil teachers''=untrained teachers!

For three years some teachers have not been paid. What is the National Teaching Council (NTC) doing about that? How does the NTC expect the unpaid teacher to register for certification? Almost half of Ghanaian teachers are "pupil teachers". They teach in areas where trained teachers do not go. Will these "pupil teachers' be affected by the certification policy? What if they fail? Who is going to fill that gap? Will Dr. Tawiah go to Afram plains and teach? You people sit in Accra and talk nonsense. I am sure you wanted to please your Canadian benefactors but you ended up making a fool of yourself.

Apparently the worst of Mahama’s governance is yet to come. What has licensing of teachers got to do with the deteriorating economic and social crisis in the country? As things stand now, this regime is broke and therefore cannot even provide basic teaching and learning materials including chalks and attendance registers to basic schools. GETFund is in arrears while Senior High Schools nationwide are likely not to resume on schedule for the 2015/2015 academic year due to government's failure to pay grants and subventions to schools and education offices. For close to two years now hundreds of graduate teachers employed by the GES have not been paid for their labour. I think this government is clueless and useless. Teachers are not responsible for the bad governance of the country.
