The Bia East District Assembly has emerged as the best-performing Metropolitan, Municipal and District Assembly (MMDA) in Ghana’s 2025 Public Financial Management Compliance League Table (PFMCLT).

The report, funded by the European Union in collaboration with the Centre for Local Governance Advocacy (CLGA), seeks to promote transparency, accountability and improved financial governance among Ghana’s Metropolitan, Municipal and District Assemblies (MMDAs).

According to the third edition of the rankings, Bia East District Assembly scored 94.50 percent to take the first position nationally, followed by Nkwanta South Municipal Assembly with 93.50 percent and Asokwa Municipal Assembly with 92 percent.

The rankings assessed the performance of 261 MMDAs based on their compliance with public financial management regulations, including budgeting, financial reporting, procurement practices and internal controls.

Other top-performing assemblies included Krachi Nchumuru District Assembly, which placed fourth with 90.50 percent, and North Tongu District Assembly, which ranked fifth with 90.40 percent.

The national average score for the 2025 assessment was 56.20 percent.

At the regional level, Asokwa Municipal Assembly topped the Ashanti Region rankings with a score of 92 percent, while Sunyani Municipal Assembly led the Bono Region with 85 per cent.

In the Greater Accra Region, Korle Klottey Municipal Assembly emerged as the best performer with 87 percent, followed by Tema West Municipal Assembly with 81.30 percent and Weija Gbawe Municipal Assembly with 78.95 percent.

North Tongu District Assembly topped the Volta Region with 90.40 percent, while Tarkwa Nsuaem Municipal Assembly led the Western Region with 87.30 percent.

Other regional leaders included Nkwanta South Municipal Assembly in the Oti Region (93.50 percent), East Mamprusi Municipal Assembly in the North East Region (83.60 percent), Tolon District Assembly in the Northern Region (86.50 percent), and Bole District Assembly in the Savannah Region (82.25 percent).

The report also showed significant variations in financial management performance among assemblies, with some recording scores below 20 percent.

Nsawam Adoagyire Municipal Assembly recorded the lowest score nationally with 8.50 percent, followed by Sissala West District Assembly with 13 percent and Wa West District Assembly with 14 percent.

The Public Financial Management Compliance League Table is designed to promote transparency, accountability and improved financial governance among Ghana’s local government authorities by ranking assemblies based on their adherence to public financial management standards.
