Replacement of the Voter` Register, 2004: Matters Arising

When the flagbearer of the NDC, Prof. John Evans Atta-Mills, held a press conference on 1st July 2004 during which he made statements that have variously been mangled and distorted in the pro-NPP press, he actually backed his statements with catalogue of facts and figures.

Interestingly, none of those who claim they are responding to Prof. Mills' statements has addressed these facts and figures, which form the gravamen of Prof. Mills' statements.

We reproduce, below, for the information of the general public these facts and figures.

Provisional Figures Recorded as at 29Th March 2004:

Summary of Finding

(i) In the greater Accra Region, 121,424 more people registered than the number of registration forms made available for the registration by the EC;

(ii) In the Ashanti Region, the incomplete nature of the information provided by the registration officials made it impossible to draw a general conclusion, but the following pattern emerged:

a. For 7 constituencies, 5,734 more people registered than the number of registration forms made available for the registration by the EC;

b. One constituency had perfect registration as the number of registered voters tallied exactly with the number of registration forms made available for registration by the EC;

c. For 24 constituencies, the where more registration forms than the number of people who registered;

d. On the basic of the incomplete information, 102,092 registration forms remained unaccounted for

In the Volta Region, there where 22,732 more registration forms than the number of people who registered.

In the Eastern Region, the information provided was incomplete, but on the basic of the available information, there where 202,357 more registration forms than the number of people registered.

From the Western Region, there where 6,299 more registration forms than the number of people who registered.

Central Region recorded 16,954 more registration forms than the number of people who registered.

Brong Ahafo Region had 51,775 more people registered than the number of registration forms made available for the registration by the EC.

In the Northern Region, two scenarios where enacted:

a. In 20 constituencies, there where 12,833 more registration forms than the number of people who registered.

b. In one constituency, there where no returns of the number of forms issued out,but6,200 registration forms where reported as having been returned unused forms;

c. 4 constituencies did not report unused forms;

d. For two constituencies, there where 447 more registration forms than the number of people who registered.

In the Upper West Region, there where 1,932 more registration forms than the number of people who registered.
