Government spokesperson, Felix Kwakye Ofosu, has revealed details of investigations currently ongoing into former appointees of the previous government under former President Nana Addo Dankwa Akufo-Addo.

Speaking on The Key Points on TV3 on Saturday, March 14, 2026, Kwakye Ofosu disclosed that several cases involving former ministers of state are under investigation.

He explained that the government’s Operation Recover All Loot (ORAL) team is playing a key role in these investigations.

According to him, some of the individuals implicated in the cases have already been invited and interrogated, while several dockets have been prepared and submitted to the Attorney-General’s Department, where they are awaiting further legal action.

“In other words, they have invited people, questioned them, cautioned them and built a docket and presented the same to the Attorney General for action. They have over 40 such cases. In the case of NIB, over 43 people have been affected, including Kwaku Agyemang Manu, who only this week was all over the place claiming that nobody had touched him.

“Meanwhile, he had been brought in, he had been questioned, he had been cautioned...When you are cautioned, it simply means that they take your statement," he said.

He outlined a number of cases currently under investigation involving former ministers and other officials.

1. One of the cases involves the Sputnik V vaccine procurement and COVID-19 frontier testing arrangements at the airport. Former Health Minister Kwaku Agyeman Manu has reportedly been invited and interrogated over the matter.

2. Another investigation concerns the Free Public Wi-Fi project. Individuals cited as persons of interest in the case include Dr Matthew Opoku-Prempeh a former Minister of Energy and Education, who has publicly confirmed that he has been invited and questioned, as well as Opeoluwa Omotayo Ojo, Benjamin Kofi-Ntsi, William Ntidakun,and Matilda Iwea Azuma.

Kwakye Ofosu said a docket has already been prepared in relation to the case.

3. The Boankra Inland Port project is also under investigation. Persons mentioned in connection with the case include former Transport Minister Kweku Ofori Asiamah, Justice Amo, John Bernard Quartey Yorke and Michael Achagwe Luguje.

4. Another matter under investigation is the District Road Improvement Programme (DRIP). According to Kwakye Ofosu, individuals including Mohammed Amin Adam, a former Finance Minister, have been invited and questioned by investigators.

The investigation also touches on matters relating to the Office of the Administrator of the District Assemblies Common Fund, involving former administrator Irene Naa Torshie Addo.

5. The Pwalugu Multi-Purpose Dam project is also part of the ongoing probes. Individuals mentioned include former Minister for Food and Agriculture Dr Owusu Afriyie Akoto, Wilson Kwabena Darkwa and Alhassan Alolo Muntaka, who is believed to have served at the Office of the former Vice President.

Other individuals cited in separate investigations include Sarah Femi Bediatuo Asante, Kwadwo Darko Mensah, Benjamin Kofi Gyasi, Philip Tetteh Padi and Matthew Opoku Prempeh in connection with issues relating to digitalisation and related projects.

6. Kwakye Ofosu also mentioned the World Blue judgment debt case, which he said involves former Finance Minister Ken Ofori-Atta, whom he described as currently being a fugitive.

Additionally, investigations are ongoing into matters related to the 13th African Games, with authorities reviewing the circumstances surrounding expenditures and procurement.

Kwakye Ofosu reiterated the government’s commitment to pursuing accountability and ensuring that any misappropriated public funds are recovered.
