Projects in the audit report were executed in the NPP era - Upper Manya Krobo

Mr. Joseph Tetteh Angmor, District Chief Executive (DCE) for Upper Manya Krobo, has said some projects cited in an audit report not to have gone through required procurement process were not awarded under his administration.

He said this when reacting to a publication in a private newspaper, which claimed that 95 of 170 Assemblies including the Upper Manya Krobo District had been indicted by the Auditor General for engaging in procurement and contract irregularities.

Mr. Angmor told the GNA in Koforidua that an audit carried out in 2010 showed that 17 projects awarded and executed in the Upper Manya Krobo District did not go through the required procurement process.

He explained that all those projects mentioned in the audit report were projects that were awarded and executed by the then Manya Krobo District Assembly, now Lower Manya District Assembly, under the New Patriotic Party (NPP) administration.

Mr. Angmor said some of those projects were awarded as far back as 2005 under the NPP administration when the Upper Manya Krobo District had not been created.

“They were only transferred to the Upper Manya Krobo District when it was created in 2008”.

He said the Auditor General’s Report for 2009 had therefore exposed the NPP Government’s profligate spending and fraudulent acts of awarding contracts.

Mr. Angmor said the NPP was responsible for the colossal loss of funds mentioned in the Auditor Report and not the National Democratic Congress (NDC) government.

The DCE said he was surprised by lies and falsehood being spread in the area by NPP activists to the effect that the report indicted him.

Mr. Angmor said the projects included extension of electricity to Asesewa/Bisa, construction of six-unit classroom block, office and stores at Prekumase, wiring and extension of electricity to L/A Primary at Asesewa and supply of sand and stones and gravels to Plan Ghana project sites.

Others were renovation of Catholic Junior High School (JHS) Park at Asesewa, supply of sand to Asesewa Senior High School (SHS), construction of two-unit Teachers Quarters at Asesewa Presbyterian JHS, Rehabilitation of L/A JHS block at Bisa and maintenance of Aboasa Junction Kumakuma Sisi Feeder Road.

The rest were maintenance of Sekesua-Temguanya road, minor works on Community Clinic at Otrokper, construction of library urinals and additional works on Kwaopeniase six-unit classroom block project and supply of sand and stones at D/A project, Upper Manya.**
