The Minority in Parliament has opposed the passage of the Social Protection Bill, 2025, citing the absence of a constitutionally required quorum during proceedings on Wednesday, July 30, 2025.
During the third reading of the bill, First Deputy Minority Whip and Tolon MP, Habib Iddrisu, raised an objection, insisting that the number of MPs present was insufficient to approve the legislation.
According to adomonline.com report on July 31, 2025, he called for the process to be suspended until due procedures were followed.
“We cannot allow such an important piece of legislation to be passed without the required quorum. Parliament must respect its own rules if we want the public to take our work seriously,” the report said.
His objection was met with resistance from the Second Deputy Majority Whip and Bia East MP, Richard Acheampong, who dismissed the concerns as unjustified and without merit.
The disagreement resulted in the Speaker of Parliament adjourning the sitting without a final vote on the bill.
The proposed Social Protection Bill aims to establish a Social Protection Fund to support emergency responses and finance key welfare programmes including the Livelihood Empowerment Against Poverty (LEAP), the Ghana School Feeding Programme, Basic Education Capitation Grants, and exemptions under the National Health Insurance Scheme (NHIS).
Beyond funding, the bill also seeks to provide a comprehensive legal framework to ensure fairness, transparency, and improved access to social services for vulnerable groups across the country.
