Chairperson and Leader of the People’s National Party (PNP), Janet Nabla, has petitioned the Economic and Organised Crime Office (EOCO), to investigate a GH¢78 million allocation to the office of the Minister of State in charge of Government Communications, Felix Kwakye Ofosu.
In the copies of the petition filed on Monday, September 8, 2025, and sighted by GhanaWeb, the petitioner, Janet Nabla, stated that the probe is in the interest of the public and essential to transparency in governance.

The politician, raised concerns about what she believes to be a potential misuse and abuse of the amount allocated to the Communications Office, as captured in the 2025 national budget.
“As the Chairperson and Leader of the People's National Party (PNP), and in the interest of transparency, accountability, and responsible governance, I respectfully submit this petition to your esteemed office for urgent investigation into the allocation and potential misuse of GH¢78 million to the office of Felix Kwakye Ofosu, the Minister in charge of Government Communication, as stated in the 2025 National Budget.
“This office, which does not carry the status of a ministry, has been allocated a sum far exceeding what was historically assigned to the Ministry of Information which operated with GH¢6 million while overseeing six government agencies," portions of the petition read.
The petition continued; “Kwakye Ofosu's current office is said to oversee only three agencies, yet received an unprecedented GHC78 million. This has raised deep concerns among Ghanaians regarding possible abuse of public funds and hidden political motivations."
Nabla raised four grounds for EOCO to investigate the ministry, including disproportionate budget allocation, demand for clarity on the attached agencies, alleged politically motivated expenditures, and lack of transparency and public accountability.
On the grounds of alleged politically motivated expenditures, Nabla indicated that public concerns suggest that the allocated budget to the Communications Office is allegedly being used to fund selected media outlets and Civil Society Organisations (CSOs) to further the government’s agenda.
“There is growing speculation that parts of this budget are being used to fund selected media houses, Civil Society Organisations, and prominent individuals on a monthly basis, allegedly to promote the narrative and interests of the ruling party (NDC). These claims suggest potential misuse of public funds to manipulate public opinion and suppress dissenting voices,” the petition said.

Nabla therefore urged EOCO to invite the minister, Kwakye Ofosu, to provide a detailed breakdown and documentation of the GH¢78 million budgetary allocation, among other information.
