The Constitution Review Committee (CRC) is expected to present its draft report on the review of the 1992 Constitution to President John Dramani Mahama by the end of September 2025 or early October.
The Secretary of the Committee, Dr Rainer Akumperigya, made this known in an interview with Daily Graphic on September 2, 2025, as reported by graphic.com.gh.
“We are working hard to finalise the draft report, and we expect to present it to the President by the end of September or early October,” he said.

Dr Akumperigya disclosed that some of the major issues raised during stakeholder engagements included presidential term limits, reducing the excessive powers of the President, the appointment of ministers from Parliament, and the election of Metropolitan, Municipal and District Chief Executives (MMDCEs).
“We have met with various stakeholders, including the Council of State and the Trades Union Congress (TUC), and we are considering all the submissions we have received,” he added.

Dr Akumperigya further explained that the work of the CRC would not end with the submission of the draft report, as the committee would continue to engage with Parliament and the Executive to ensure smooth implementation of its recommendations.
He emphasised that," The committee's work does not end with the submission of the report, it will still be required to provide explanations and clarifications to Parliament and other stakeholders".
The CRC was inaugurated in January 2025 to undertake a comprehensive review of the 1992 Constitution.
The eight-member body is chaired by Professor H Kwasi Prempeh, a Professor of Law and Executive Director of the Centre for Democratic Development, Ghana (CDD-Ghana).
Other members are retired Supreme Court Justice and member of the United Nations Appeal Tribunal, Justice Sophia Adinyira; former Electoral Commission Chairperson, Charlotte Osei; and Professor of Journalism and Mass Communication, Prof Kwame Karikari.
The rest include Dr Godwin Djokoto, Senior Lecturer at the University of Ghana School of Law; Ibrahim Tanko Amadu, a governance and development management expert; Dr Esi Ansah, Executive Director of Ashesi University’s Centre for Leadership; and Dr Rainer Akumperigya, a lawyer and Oil and Gas Consultant, who also serves as the Committee’s Secretary.
The primary objective of the Committee is to identify gaps and challenges in the implementation of earlier constitutional review work, particularly the 2010 Constitution Review Commission and the 2023 Constitution Review Consultative Committee.
Its mandate involves reviewing past recommendations, engaging key stakeholders and suggesting reforms to strengthen Ghana’s governance system.
