Towing is a normal thin here in the states.

Nobody says it should not be done. And in USA the owner pays for towing off pocket or thru insurance. U don't pay and ur car ends up in the auction lane so u get ur facts right.

The abandoned vehicles must be towed, but the owner of the vehicle pays. That's what's done in all civilised societies.
