Decentralization is one of the biggest tool in fighting corruption.
The reasons is when you start district decentralization with a well trained officials , they have little to steal because they dont have much in the districts, so the little they have must work, if not it expose them easily and fast.
eg if 10million dollars is given to a district , for a project and the auditor general in the district is to put an eagle eye on how the money is spent in the district, do you think it would take him 3yrs to uncover a rot ?
i dont understand why i should travel from my district to go to regional or Accra before i could process my passport documents? as a citizen and a native in that district.
all is because somebody dont want decentralization because s/he will not get heavy corrupt booties as the only big man or boss at that 4corner office.
in this modern day democracy? with all ICT equipments available to make life easier , our policy makers are still living in the stone age babaric mindset ? very disgusting

3. Will I be present before they tow? What happens if I'm not around the car assuming my car breaks down at dawn in the bush and I have to journey elsewhere for my safety?

Bad Roads not even Car Worthy..the rains revealing all the terribe roads which increases car breakdowns. Car owners to spend more in car maintenance. Transport systems need major attention, no immediate solutions yet.
