It is not informed by current knowledge/data. As such, from our current knowledge about the VRA project, the essay is a bit contrived/simplistic!
(1) Gbedemah did not secure financing for Akosombo Dam through Eisenhower or Nixon, not for a single of the several projects.
(2) Ghana paid 50% of the total cost
(3) Available information today shows that Gbedemah became an agent, informer on Nkrumah, and was instrumental in his overthrow. At the least, the meeting with Eisenhower was not for the benefit of Ghanaians.
(4) We must ask what the "cost of capital of 7 percent" was when the US government funded and constructed the Hoover Dam, beginning in the 1940s, long before Akosombo Dam.
We were in Arizona recently and got a chance to see the Hoover Dam, located on the border, with Neveda.
Imagine, even today, the Dam is still under construction, providing nearly free power to several US States.
Hoover Dam is perpetually under construction, funded by US government.
In fact, the residential areas developed for workers who built the dam went off to become major Towns and Cities, Growth Poles, all around that area. Read this posting with some perspective,

Nixon and Kaiser's involvement in the Akosombo dam project. Your hatred of Gbedema in his involvement in the overthrow of Nkrumah should not cloud what happened here. Gbedema was brilliant,
took advantage of an embarrassing international incident and got the US to help build the dam. You can't change the facts.

Whatever cost benefit analysis they made to arrive at the conclusion that the was just barely profitable were skewed ones designed to derive maximum benefit for the capitalist interests.
The agreements reached with Kaiser meant Ghana got ripped off big time. Besides the uneconomic low tariff for power, Kaiser got a 7 yr tax break for Valco cos they claimed they wouldn't be making profit. Of course, Valco started making profit from the first year!
Unfortunately for Ghana, decades later, the exploitation of our oil and gas reserves is being given the same treatment, despite the current pool of experts we have to point out the mistakes to the powers-that-be. Nkrumah didn't have that luxury.

Economics does not measure everything that is important to human beings.
And we are not talking about religion or worship!
That is a fact recognized even in America -- before Americans started building public canals, Channels, even power plants owned by cities and counties, before federal-owned Hoover Dam, as government gave millions of acres of land freely to the right people for railroads and agriculture, before the federally funded "Defense" Interstate Highway System, etc. Meanwhile, African Americans were in servitude. Even those of them who returned back from World Wars were prohibited from using the same credit and marketing facilities available to white to build and by homes.
Ghana ought to be able to find the right balance of Selfless Social Living and Depraved, Selfish, Profiteering that uses the power of government for the benefit of the self.
Our sense is, Gbedemah had more "capitalist interests" than Kwame Nkrumah ever knew or suspected. The meeting with Eisenhower was not merely happenstance.
