Great ideas! In his book "Ghana: Evolution and Change" Adu Boahen remarked that "politicians learn history but they fail to learn from history". This truth has persisted in Ghanaian politics till this day. It applies to all politicians including Arthur K. He's spent a good part of his fruitful age bastardizing Nana Addo even when the latter is far from blemish. Today, Arthur K cannot go closer to the corridors of power in Ghana despite his enviable role of serving as a campaign manager in the current President's 2009 election campaign. How sad! There is a lesson here for all politicians ---betrayal for betraying sake (not in the interest of a nation) doesn't pay in politics! There may be short term gains but may not last!

You see, Africans are not predisposed to fail with Democracy because we have had idiotic, selfish, greedy, egomaniacal, easily bought Monarchs-wannabes for leaders most of the time, since our respective Independence.
Many factors are often poorly weighted along with others, or completely omitted, to arrive such conclusions as you and the contributor you directly responded to above come to.
Migrating from our antiquated, ancient traditional feudal and Monarchical systems to modern democracy is not a cut-and-paste process that we could expect to work perfectly for us all at the very first or even few instances of Governance.
Not even the USA that long championed global democratization can claim to be perfect in democracy. However, there are certain institutionally driven mechanisms that MUST be built, constantly oiled, and appropriately tweaked to match new developments that we have failed to take seriously.
Even in the advanced Western Democracies if any of those mechanisms are flouted or mishandled, much chaos ensues. That is why many have cited that free Elections alone do not constitute a thriving democracy; nor is the surging of GDP or minimalization of unemployment by themselves.
For lack of time and space, I'd humbly like to note that there is a certain prioritization of events that must guide how real democracies succeed. Such is the need for first, formulating a viable, malleable but resilient Constitution from which a free and fair Elections to choose our representatives would follow.
But one of the factors we often overlook is how we evaluate our prospective representatives. If we put the wrong individuals in our Parliament who only think about their personal well-being, we are bound to have a heavily flawed democracy. If we have a Justice System that we allow to be so putrescent, failing to ensure that our Executive Branch functions within reasonable limits of checks and balances, the same ill-fate would befall our democracy.
It is not just enough to have the Laws enacted. If the rule of Law is not applied as it should, we should not expect to have a healthy democracy. In the absence of such vibrant implementation of the RULE by which the LAWS need be applied, we are bound to have only a semblance of democracy, or even worse, a plutocracy or fascism or some other horrible manifestation.
So, we are supposed to constantly ask ourselves if our Constitution is healthy and strong enough to absorb any new changes in our societal condition, and whether we are ensuring its demands are fully met.
It takes Education, Collective Dedication, and Determination to see the democracy work for us as intended. We cannot be nonchalant with it, just because, for an instant, our general financial outlook, for instance, seems great. Similarly, we don't have to entirely usurp the system when things don't seem to be going right because of a few bad apples currently in power.
Our Constitution and its implementation must allow swift and effective process of change, other than Military intervention, to secure sanity and efficiency in the system, whenever our governing leaders seem recalcitrant to peacefully and timely effect a necessary correction.
In the USA and much of Europe, the democracies easily allow for vote-of-no-confidence in representatives and the Executive, and referendum to decide the fate of the ruling power in midstream of Election cycle.
Our many civil demonstrations in Ghana, for instance, in the face of extreme disapproval of a government has hardly ever evoked any such instrument to change Governments or MPs before their natural terms ended.
So, the Politicians in power feel almost untouchable and insulated to persist in their horrible behaviors. People would then have to endure the long wait to the next cyclical Elections.
Well, let's curtail the analysis here for now. But I hope you've got my drift. Ghana and Africa could do more and better. Remember, most Governments do not want mass higher Education for their Citizens all because the better educated the People get, the quicker and easier they see through the ploys of the Politicians to react for changes.
And the more the Politicians feed off our ignorance, the worse our democracies tend to be.

If that was the case, it would betray Arthur 'K' as having not learnt anything yet besides the old, stale notions of polarized Cold War ideologies, despite the pronounced variations and dogma-busting developments of the modern global Political landscape.
The undeniable truth about Chile's 1973 Coup is that it wasn't a popular rejection of Allende's Regime by his Country-men and -women demanded it. Rather, it was the addictive inclination of the West, amidst unjustifiable paranoia, especially, the USA, to crush any Regime in the Western Hemisphere that proclaimed to be Socialist in nature.
The hypocrisy of such a policy was how the West did have to live with the Socialist Regimes of the Scandinavian countries but would not hesitate to stampede upon smaller developing Nations in that Hemisphere.
The CIA-master-minded Chile Coup led by Gen. Pinochet is on record as one of the most brutal, inhumane and unjustifiable Military dictatorship imposition in modern human history.
So, I hope Arthur 'K' and his ultra-conservative ideologues would not attempt to reassign their own rigidly twisted political beliefs on every conceivable Regime they don't like for one reason or another.
