You do not get there with speeches, even SONA speeches.
From our neck of the woods, it is not a "dare" to "question...how much free Senior High School will cost...". On the contrary, that is the smart thing to do. Other wise, it would be just "clueless", surely, a failure of epic proportion managing a fundamental policy space.
Then, you would never know when you get there!
The difficulty with the SHS Plan is related to the fact that there is no "Plan" people can actually review to make intelligent points, critiques, contributions. And so, the author who comes out in defense without their own data typically appears over-stretched, all over the place, unfortunately.
Clearly, the government will not "sink 50 percent of our GDP into free SHS" because Larsen himself says we need to start at bottom. SHS is certainly not at "the bottom".
NOW THIS:

Nobody is against free shs but there must be some kind of proper planning.
You see,Kwame Nkrumah was Lucky to have an American Educationist,Dr W.E.B.Dubois to help him engineer good educational Policy.
Today in Ghana,we don't know who are our best educationists,everything goes,from 3 to 4 shs academic years without specific reason.
We do things as if Ghana is divided into 2 political parties,which is very wrong.I have not heard any govt's plans to engage educationists in shaping the free shs.I think that's why many people are worried.Thank you.
