Many Ghanaians have lived abroad and have accounts which are still active even when they return to Ghana. It is also possible to open an account outside the country even without leaving Ghana.
All accounts held by persons outside their countries of residence are off-shore accounts. They may all not necessarily be for the purpose of evading taxes at home or for engaging in dubious activities.
All business persons whose activities involve dealings with foreign firms will have accounts outside the country to facilitate business.
The critical thing here is the Economic Minister having such an account and being a direct relative of the President to boot. But a proper declaration of assets by all ministers should cater for the need to know the status of the minister designate's foreign holdings.
The point then comes as to what the constitution says about the declaration of assets.
So we should ask the minister to declare his assets - both domestic and foreign in accordance with the provisions of the constitution.
Then we should force all of them do so, not just Ken.
If they don't, a citizen can pursue the matter in the courts of the land. Who is ready to do that - Kwaku Asare, Justice Kpegah, SAS or Kwarteng?

I support NPP but will not sit down for any NPP member to take Ghanaians for granted. We all need to play our part in fighting corruption for my people have suffered for far too long. Let Ken open up on this else we may take it that he has something to hide from Ghanaians. I trust Nana will deliver but we have to watch those greedy guys struggling heaven and earth to get position in his administration with the eye of an eagle. Mahama was shown the red cad by Ghanaians because he allowed the entire NDC to defend Woyome. Ghana must succeed, that is why we all need to fight any move that can breed corruption.

FYI, I am neither a supporter of NPP nor of NDC. Are you capable of understanding that? Kwarteng also struggles to convince people like you that he doesn't support any of the major parties.
As for the topic under discussion, it is clear you do not understand my point. It is not questioning during a vetting committee's work that will throw light on Ken's holdings. It is only a declaration of assets that will tell us exactly what Ken and the other ministers hold and don't hold, have in foreign banks or dubious off-shore accounts. Such a declaration will be backed by evidence and will be open and can be challenged by the public. And such a requirement should be imposed on all ministers, not only Ken. A public parliamentary vetting committee cannot come up with the right answers.
