So, as you say, people should read.
And we say, alternatively, they can learn to effectively scan articles so they leave with a fair idea about the contents, without reading every word.
The number of people without access to safe, clean, appropriate toilets, is in the millions (64% of the population).
1. GPS is saying "you cannot build a house without a toilet".
Sure, but the governments allowed them. So, after you've taken taxes from them for years/decades/generations, the government cannot go back and tell them to install toilets in their homes, that is, without providing assistance, using "public" resources.
2. There is great danger individual toilets built as additions/retrofits to existing homes will stray from standards (sustainability, environmental, even safety), leading to bigger problems. After all, most homes do not have running water, to wash hands, for example.
3. Your essay, as fairly as we can tell, is about houses already built, communities that already exist.
TODAY, where there are no toilets per specific number of the people, public toilets are the better alternative to make up for deficits. They can be properly sited, clean, built according to set standard so there is little danger of pollution of land and water, air, etc., with water to wash hands with soap.
4. Mr. Smith does not offer any solution to the existing problem(s), or useful insight(s).
5. "Baba Ajasco"'s comments above is entirely a smear on Ga people.
Further, we are inclined to believe it is another person in yet another voice. There is absolutely no record of "Baba Ajasco" on Ghanaweb, until this one, today. (By the same token, we are inclined not to take that "francis kwarteng" comment below, on face value.
FROM THAT SAME REPORT WE CITE ABOVE:

BOTTOM-LINE: The NPP, PP, NLM have complained about the imprisonment of J. B. Danquah under inhuman conditions in Nsawam. However, over the years, decades, we've seen no advocacy on their part for prison reform, from that end. So, this toilet thing can be a very important game-changer.
All we are saying, in agreement, is, if you are going to spend millions of dollars on celebrating an anniversary just to burn money, build toilets to help Ghana and the People who call Ghana home.
