So Gyamfi has not published a single paper in a respectable, well-established, "A-class" journal! This means that only the "cheap" journals in which he has published will send him new papers to peer-review.
It is not easy even in the West to get papers accepted by quality journals. It is even more difficult with papers coming from Africa or the third world. But it is not impossible.
The problem, as the present writers have pointed out, is that it is so easy to print things these days and the internet has made it worse. In addition, even the established journal publishers in conjunction with universities and in competition with each other for profits are busy establishing ever more different journals. There are now journals in every imaginable (and unimaginable) field of study! It's quite a jungle out there. Not all of these new journals can go through the tedious process of rigorous peer review. Many African academics are drawn to the "easy" journals.
It is important that promotion committees look at the quality of papers on an applicant's cv rather than just the number. Committee members must themselves be knowledgeable in such things to be able to determine quality as suggested by the present authors.
Courses in how to write proposals, papers and even applications for funding are vital in graduate schools, especially in Africa. Such courses should also teach about the need to avoid predatory and cheap journals. But the problem will be who will teach such courses! You don't have to have published in a quality journal to teach your students how to publish in quality journals but imagine someone like Gyamfi teaching his students how to identify and avoid predatory journals?
