    The fact that the residents pay-to-dump their rubbish is not a reasonable excuse to drop their rubbish by the provided Skip. That's unreasonable behaviour. They are expected to put their rubbish in the Skip.

    You can come out with the actual meaning of these areas but the fact is they are all squatters or simply put zongos. These areas are engulfed with filth due to the settlers who see nothing wrong with dirt.
