The delay is a simple wait and see game by the NDC majority with 2 secret agendas in mind. 1)to pass it at the last minute if their party should lose the elections and claim the bragging rights and 2)to use its passage to harras and keep the NPP on the defensive if they should lose the elections.they could have passed it earlier whilst they are in power but per their wapped logic,they would not have had the opportunity to steal without being exposed
