That's slave and colonial mentalities roled into one, not what pertains in the upstream oil sector at the moment
Under PSA, the resource owner doesn't need to contribute a dime in order to get the 60% to 84% other countries are getting, including even newly indepedent S. Sudan. We have proven and demonstrated that in countless articles. Ghana therefore doesn't need to borrow any money from anywhere at all to explore and extract its petroleum and gas at all! The PSA we have been advocating takes care of all that, but all the responses we are getting from the highest officialdom is like yours! It shows how we have a combination of extremely ignorant and shallow-minded people without exposure mismanaging our oil boon, from the Kufuor era to the present NDC regime.
A lot has been published by this Camapign alone to educate them but bcos the Oil Lobby has given out so much money to them and practically all the gate keepers in Ghana, they feel they must do the will of the people feeding them, including the Economic Hit men in the World Bank and IMF WHO ARE ACTUALLY LEADING GHANA ASTRAY, pushing Ghana to adopt this newfangled agreement which they actually originated. The World Bank and IMF are not disinterested actors.
It is so naive for you to think so.
What we need to do is rise up en mass against this obnoxious bill and force the govt to adopt the PSA like ALL other African countries are doing.

And if we were for a minute to indulge in that "prophesy", we'd all see that "eventually" Ghana's own GNPC would "...explore and develope ...(those)... resources...(and)....fair(ly)...do it for...(Ghana).
