It is only those who want to abuse the system for their selfish interest that misinterpret the law. "You cannot accept gift from anyone who does business with Govt". Gifts are supposed to be disclosed and taxes paid on them.

Mahama's car gift is a complete bribe and he knows that. Even the donor vehemently denies giving him any car until he is shown a proof. Those defending him are just irritating.
