The car arrived October 2012. Was added to the fleet in late 2013. It wasn't planned to be added hence the paying of duties. The contractor saw Mahama when he was vice president. He brought the "gift" immediately he became president. The building of the wall didn't go through competitive bidding. That Ambassador who was the contractors "friend" wrote to him to bid for the contract. The car was given to this Ambassador "friend" to be given to Pre Mahama. The Ambassador accompanied this car to cross the border. The contractor who is now a known president frient would obviously win more contracts.
