Your article is nice, balanced and very intellectual. Ghana needs such unbiased thinkers to grow. However its important to mention that infrastructure doesn't come one day. The over 280m cant solve the infrastructural deficit of the CoEs. If u go round some of these CoEs u will find that class rooms are being built, laboratory/library facilities being put up and so on. The policy to scrap the allowances is relatively new and the savings so far cant solve the infrastructural deficit. Am not sure the savings can even do that in the next 10-15 years. We shd give policies time to grow to be able to reap gud results. I agree with u entirely that the MoE shd let us know what the savings have been used for so far.
