I agree with you since under legal causation the result must be caused by a culpable act, there is no requirement that the act of the defendant was the only cause, there must be no novus actus interveniens and the defendant must take his victim as he finds him (thin skull rule).
So whether he had had a prior history of heart problem or not the action of the police was the immediate cause of death hence the thin skull rule.
As to whether the force used by law enforcement officers during an intervention was or was not appropriate must entail an analysis of the circumstances that surrounded the intervention.
However resisting arrest and behaving in an overtly hostile manner toward a law enforcement officer may justify the use of force by the officer and serve to break the causal connection with any harm suffered.
