This Voltain Basin the writer is referring to encompasses a large junk of Ashanti Region, Eastern Region, Northern Region, part of Greater Accra Region and off course the Volta Region. Most people in Volta Region has the impression that the oil once discovered with be theirs. Such people must disabuse their minds in thinking this way. The oil will be for all Ghanaians. Also there is this errorneous impression being created in the minds of peopele about the so-called Keta Basin. It is a terminology that people and media men should desist from using. Keta is such a small parcel of land to be associated with an entire off-shore VOLTAIN BASIN. Why do we have TANO BASIN but when it comes to the Eastern sector of Ghana we are suddenly talking about Keta basin as if Keta is a River. I will rather advocate for Volta Estuary Basin (just like the Niger Delta) rather than Keta Basin to refer to the off-shore Voltain Basin and refer to the on-shore block as Voltain Basin proper which to me makes a lot of sense. Rivers have basins and watersheds and not land masses.

The Volta basin is dead, barren and desolate. Ghana should not waste her scanty resources for nothing. Look, if we have people with the brains to embark on any exploration, it should be that of other source of energy. The price of oil will never rise up to its past levels even if productions are cut.

For those who think this piece is about the Volta Region, it is not because only a small part of the basin (around the Akan area) actually falls within the Volta Region.
The Voltaian basin is not barren, as you seem to believe. There are geological reasons for exploring it, but the complexity and the potential costs involved demands that we do not use scarce state resources to do it.

That is why Obasanjo rightly stopped the mighty NNPCC from doing. exploration in Nigeria.
Sinking that kind of money with the possibility of little or no return is not smart economics.

But, he's no expert at all in the field of political economy in the devt of the oil sector, and for that matter, how the developed nations and the emergent developed nations in the Far East have reached their level of national devt. Even in the old so-called capitalist countries of the West, the central role of their states was pivotal. As put by K. Marx, the state was simply a committee for managing the whole affairs of the emergent bourgeoisie; and that is not only to create the much vaunted enabling climate for private capital to exploit. Of course, that enabling climate included waging wars on foreign lands to conquer, plunder and colonise them! 20 million Africans died under King Leopoldd's genocidal grips on the Congo alone.
The central roles of the state from Japan to the Asian Tigers, etc., in the Far East have been well documented. It appears only educated Africans are unaware of those literature.
Even capitalist US is in debt to Communist China. Does anyone really believe that it was all private capitalist that led to the re-emergence of China as an economic power house?
Now, to say that an investment of the meagre sum he mentioned, compared to the bonanza, should deter the govt from allowing GNPC to invest in the oil exploration is very pathetic. The maddening handing over of the Jubilee Fields to Kosmos and Tullow, for simply interpreting seisimic data handed over them correctly, and drilling at the place where the oil deposit was (recollect the gas on top has already been discovered closer to the shore), is one of the most most economically suicidal things done since our independence. Now, the FOCS have taken 83% of the oil revenue so far, with only 17% left to Ghana, since the agreement signed was under the old Concession System.
The NDC has so far refused to listen to the entreaties of those of us in the FTOS-Ghana Camapaign to adopt the PSA system to manage the Upstream oil sector. Is the write aware of the so-called Hybrid System they wanted to pass, and the campaign against it?
