This is much ado about nothing.In the absence of the inflated price,the state practice as we know it is that when a contract is awarded,the contractors proceed with the job when they have the go ahead until officially approved.
Monies are then paid on partial completion as the projects gets along.In some cases the money is paid early to facilitate a quick discharge of the project.
That is the standard state practice which qualifies as law so there is no illegality here.Take a look at all government projects and it follows these pattern from Rawlings,Kufour,Mills and Mahama.That is why we have judgement debts.
