Anybody who carefully studied our constitution would realize that it was made for dictatorship, and that's why I call it Rawlings Green Book. From the horse's own month represented by Bagbin, the hands and legs of our parliament are tied by the constitution to render it ineffective. We can't be proud and say that we have separation of powers in our system because the parliament is deliberately made to be a tool and decoration for the executive.
Our system is neither parliamentary nor presidential because the former has a prime minister (first among equals) who sits in parliament with his ministers only chosen from the parliament and shares the chamber with the opposition and its leader for face to face deliberation of policies. The parliamentary system has its own checks and balances embedded in it. The presidential system on the other hand, is based on strict separation of powers (Executive, Legislature and Judiciary) to check the executive president with vast powers from abusing those powers, which are not available to the prime minister who governs through the parliament and not outside it as the executive president does.
In Ghana, we have an executive presidential system without the needed checks and balances to prevent abuse because our parliament is shackled by the constitution to serve as another organ of the executive. I believe it was deliberately done to serve the dictatorial tendencies of Rwalings, and I blame Rawlings and his PNDC Cuban-Style Communist Dictatorship for all these shortcomings in our constitution.
The mere fact that members of the Council of State are appointed by the sitting president and leave office when he leaves renders them ineffective, far more ineffective than the parliamentarians.

My reason is,he Mahama said the two guantanamo bays guys in Ghana are low risk terrorists.It triggered some international TV panelists who quoted exactly what Mahama said and proved him him by saying those two gitmos are high risks terrorists. now ,it is not surprising if Mahama's state of nations addres is as horrible as a typical village primary one pupil's speech.i lived in a typical village before so please excuse me,I know what I am talking about.No light or TV for research.

Guantanamo is U.S. incompetence. First of all it was an ill advised policy when the U.S. trained Islamic terrorist to commit mayhem in Afghanistan. The terrorist came to power and for years terrorized the people of Afghanistan in various ways, destroyed historical monuments and so long as none of those who were send by the west to promote them was not killed the people of Afghanistan were taken to be dying horses that must be killed.
The rubbishing of socialism and leaving no stone un-turned to see its demise and demise did not bring peace to Europe and the world.
Taking money from parties that have not been making gains in elections in their countries, staging colour revolutions by the U.S. and her NATO allies have also not improve things, but made them worse.
I wrote yesterday that the U.S. is a country in which all issues are resolved by hacking them with an axe. So the axe diplomacy of U.S. does not put limbs together, but rather dismember them.

The reason is that there was no substance in the speech. Just a collection of so called projects. Instead of the president handlers preparing a good speech that will instill confidence among the business community and hope for the masses,the sppech only succeeded in demoralizing even the NDC supporters. A state of the nation address is supposed to mobilize the nation around a major course. We are not going to develop with a classroom block here and a 5 kilometer road there. We need to think of the mass life changing projects that can turn the game upside down. The game changer is what we call it. For example a railway line from Accra to Bawku, a new international seaport or airport, A massive irrigation project to produce rice to cover 50% of local consumption or a bullet train from Accra to Kumasi or Accra to Takoradi. Yes these are the game changers.In Mahama's address there was no game changer. There was no life changing picture for the hopeless and hungry to hold on to. A muslim rearing 10 pigs is no achievement to warrant mention on a national stage.May be a pig farm that turns out 10,000 matured pigs a month could qualify as a game changer.From the above there was no rallying point in the address to give hope to sick the dying and the hungry. It was a spectacular failure.
