Talking of monetizing the pockets of citizens and residents alike next year reminds me pg a brief feature I sent to this editor for publication. Find below and peruse a slightly edited version. The sudden shock therapy administered to Ghanaians via astronomical increases in tariffs and taxes in recent times leave much to be desired. The president can start stuffing our pockets with funds by ensuring that any wrong deductions, as arising and or alluded to in the rather short article, are promptly refunded to consumers by ECG.

SURREPTITIOUS HIKE IN TARIFFS: AN OPEN MESSAGE TO PURC AND ECG
Following the recent increase in ECG's tariffs, some unusual bloated charges were experienced but I have learnt in the last couple of days that government has instructed ECG to refund some deductions to consumers. I am only wondering whether the following is included.
A check at one of ECG's offices indicated that the hitherto incremental billing policy has given way to a categorical one tariff charge so that where a consumer was placed in tier 1 (0-50). but exceeds by even one kWh the entire 51 is billed with tier 2 tariff of say 0.64 Ghp instead of say 50 kWh at tier 1 rate of 0.36 Ghp plus the additional 1 kWh times 0.64. What this, I presume, unilateral billing paradigm shift entails is that the consumer pays ECG more namely, 40-44%, even without a PURC- approved tariff hike.
As an illustration, one who has consumed 67 could normally have paid about Ghc 29.88 incrementally but now has to pay about Ghc 42.88. Similarly, a105 kwhs consumption could have cost about Ghc 50 incrementally but now jumps to about Ghc 70.
In fact, as consumption approaches the upper limit of tiers or bands 2,3 and above the percentage gain to ECG drops to about 28-31%,even though the consumer certainly pays.more for the higher quantity of kWhs utilized. This is obviously bizarre and haphazard.
In effect, with the current 45% and 50% approved for 0-50 and 51-300 kwhs bands ECG enjoys close to 100% tariff jump. This to my mind is unfair. Naturally all consumptions begin from zero as such the incremental billing platform is the most appropriate.
Besides, all tariff adjustments, past and present, have been based on the incremental system. If my thinking on the matter is correct, and I am open to correction, then ECG should not alter the platform in it's favour and must proceed to refund the excess charges to clients.
I would also suggest that, if possible but why not, receipts issued to prepaid customers must as well indicate the tariff in force and kwhs purchased.
