If we all have a national ID, as everybody has in Norge, how is that going to help the Fulani from not encroaching on other's land? Is it that if it is established that they're not Ghanaian because they don't have a Ghana ID, then they will understand not to encroach on other people's property? But if they have a Ghana ID, then they can encroach on other people's property?
If Fulani have been living in Ghana for ages, intermarried and pursuing legitimate economic activities, shouldn't they be regarded effectively as Ghanaians once they obey the country's laws as every Ghanaian should? Why should there be national identity just so they can be identified as non-Ghanaian?
We need an effective national ID system but not because of Fulani herdsmen. We need a proper registration of all who reside in Ghana for effective planning purposes and for a proper Voter's register.
Even bona fide Ghanaians cannot encroach on property that does not belong to them. The problem is the type of animal husbandry we're still practicing in this modern age. Why should people still be following cattle around in this modern age of limited land resources? Cattle feed on hay which should be intentionally cultivated for that purpose. Because we don't have winter and snow, we've not learnt to provide for that period when the cattle cannot be moved around for grazing. Well, we will have to learn that now.
As for the shooting incidents, they are purely criminal acts and should be treated as such.

To obtain a Ghanaian national ID an applicant must have a genuine Ghanaian ID such as a passport, driver's license and or birth certificate. But which of these prerequisites ID's are not froth with what the NPP call bogus or room for questions? Our problem in Ghana is tribal and the lack of development and employment that will move us from a poverty stricken, bribery and corrupt nation to a nation of adjusted behavior and attitudes.
The fulanis are just a distraction away from unemployment and corruption of local leaders brought down from the national levels. There was a time of centralized government local chiefs had standing. Today and with our decentralized government we have political parties who systematically transplant people into towns and districts to be criminal bosses to lord over residence. If it's not fulanis today it will be some other Ghanaian tribe that will be singled out for hatred and ridicule.

How on earth does an ID Card prevent somebody from trespassing? Why should my parents fork out 100 cedis or more for an ID card simply because some nomad will encroach on their "bonafde" property to feed his cattle? This unhealthy obsession with "Hitler"s" ID card idea must stop. It is over grazing that has turned countries like Burkina Faso,Mali etc into barren lands. Madam, Get Real! Cattle farmers in Ghana should confine their stock in one area and feed them as it is done in Norway where you reside. Denmark, Australian and Indian farmers do not do that because they do not have ID cards issued by their bossy and snoopy central government.

Minuabaa Ruth, I seriously believe you are conflating two dire national issues that need to be resolve immediately:
1. Lack of authentic national ID
2. The emerging Fulani incursions into the fertile regions of Ghana - Agogo & the Afram plains - to acquire food & water for their cattle.
The Fulani pastoralists are not aware that the increasing drought decimating the sahelian zones in the subregion is due to climate change.
The latter should be handled by the Ashanti & Eastern Regional Security Councils
(REGSECs).
With the mitigation & adaptation measures supported by ECOWAS.
There is a sane, humane, ecological way to handle this Fulani problem.
And the former by the Mahama administration.
With a plan for encrypted, nationwide ID to be carried by all Ghanaians. Including the naturalized Fulanis. We have the IT
professionals to undertake this assignment.

A goat could face up to seven years in prison after being arrested for nibbling on a judge's plants.
Police sprang into action on Monday, registering a case against the nanny and its owner for raiding the district magistrate's petunias and cabbages.
They were released on bail after spending a night in the cells, but face charges of causing mischief and criminal trespass, offences that carry a two to seven-year prison term and a fine.

Doe!! Female goat ARRESTED in India for eating judge's plants
Officer Ram Sewak Paikra from Janakpur town in Korea district, Chhattisgarh state said the female goat was allegedly a 'repeat offender'.
He added: 'The goat and the owner were under police custody and are out, as both the sections 427 and 447 of the IPC (Indian Penal Code) are bailable offences.
Local media were running video footage of the offending – and now tethered – black goat.
Rajesh Paikra, the official's gardener, herded the captured goat to the local police station on Monday, demanding action.
Fuming: The goat's owner, Abdul Hasan, was also arrested after his animal broke into the magistrate's garden

'After the complaint, the owner of the goat, Abdul Hasan, was also arrested for the alleged crime,' the officer said.
'Since both the sections are bailable offences, Abdul Hasan filed a bond in the police station promising that the animal will not further damage the garden.'
Mr Hassan told NDTV: 'My goat scaled the boundary wall again and ate flowers and vegetables from the garden.
'It was taken to the police station and then the police also brought me in.
