Congratulations SEND-Ghana for the assessment of the pro-poorness of the NHIS. Such investigations are necessary to assist the NHIA improve the functioning of the scheme. At this stage we should have addressed some of the basic challenges confronting the NHIS but unfortunately we are still struggling with many of these issues. Before we talk about the poor getting better access, let us deal with the issue of the delays at the registration centres. I don't see why my old mother should get up at 5am to queue just to register for health insurance... something that can be done over the phone elsewhere. To be honest, the inefficiency of the NHIA is responsible for the bulk of the issues we see today. We are not getting value for money in my view.
1) NHIA should sort out the registration mess.
2) The govt should sort out the longstanding issue of delayed reimbursement to providers.
3) Ghanaians are dishonest and so the NHIA monitoring team should be up to the task: those presenting dubious claims should be punished and NHIA officials colluding with these providers should equally be arrested and punished.
Let us deal with some of these issues and we will be able to expand coverage as desired.
