They engage in corrupt sandals because probably pressure exerted on them as a result of many documents before them. The people would have pay so they can get their passports approve for them. We can fight for it to be decentralised if we start the campaign vigorously led by you, Mr Alhasan.

We cannot decentralize institutions of government without reorganization of the Ghana Post office. Look here if we did not learn anything from the failed decentralized rural and urban development system we should at least acknowledge that it is the central or national government that continues to fully fund development projects even while we pretend local development projects are local initiatives.
What benefits do we hope to extract with a decentralized passport service system if in the long run passports cannot be delivered to applicants at their residence? Are passports to be produced at the various local offices or only the application processes are supposed to take place locally? The long and short of this is that solving the Ghana Postal service corrupt and inefficiencies will be a jump off to effective collection of taxes and utility service billing and fee collection. Approved passports must get to rightfull owners through a delivery system that is reliable and efficient; trooping applicants in and out to pick up their passports amounts to a centralized system.

Decentralisation will not solve the problem you have referred to. At the decentralised points you still have the public coming into direct contact with the officials. What you need is to introduce a system similar to what pertains in the UK for example, where the public have little or no direct contacts with the officials who process these documents. Applications are made on line or by post. When everything is in order the document is issued and sent by post to beneficiary. The officials will have no opportunity to demand money before processing documents, and applications will be dealt with on first in first out basis.

It is a shame and big shame to those to whom the destiny is entrusted. Again I say shaaaame. Passport office wake up for your days are getting numbered. We are on our knees crying to God to deliver us from this institutionalised systemic corrupt state officials. They should repent before the wrath of God is unleashed upon them. God hates corruption and thievery.
