In fact solar is just an after-thought!
From the essay, we do not know what effect non-payment of arrears by government (and industry) to the ECG (and VRA) is in part responsible for lack of "electricity access".
And as w'eve said before if we want to put it in context, the US still subsidizes power from the Hoover Dam, and California water from the Colorado region!
Solar - there are jobs even behind.

A modern house will not pass inspection if there exist no drawings (architectural, structural and mechanical) for review. And surely a successful completion of construction will not be achieved without reference to drawings. This is true with Ghana’s electrification.
If in 1961 and immediately thereafter it was not mandatory to have plans is ought to be by now. So where are documentations and drawings for our electricity generation and or distribution? Without such documentation and or drawing details, the purchase of supplemental sources of energy would be useless at best or become a waste of money; in times of limited financial resources, there is no room for waste.
Yes NPP under Kufour make claim of purchasing power generators but where do they fit in the distribution and design scheme? NDC make such claim as well and yet we have little to show for all the money wasted. We cannot solve the electricity problem when we do not have comprehension of where we started, where we are and how to get to a desired place if we are clueless of the pieces missing in this puzzle. Get a comprehensive documentation and drawings together and we can move forward after a complete and thorough review and how much we are willing to spend each year to get there.
Privatization is not going to make it any better because at the end of the game the national government is needed when it comes to right of way issues as private companies need to buy land and property to build distribution gridlines. The government will also have to have oversight authority on utility charges relative to wages; we all know governments have become synonymous with bribery and corruption.
