What is missing in the Constitution is about the administrative structures.We don't follow the administrative structures to witness birth and death in the country that is where all the problem starts from.By the way,we can learn from the Francophone sister countries who have had decades of experience in this National Identification Excercise.The British colonial masters did not show us this system because they don't have this kind of problem for registering birth and death.Thank you.

Having lived in France for decades you have been compelled to accept ID card.The British cherish freedom so they hate the idea of the state controlling their freedom. Continental Europe drive on the left because "dictator" Napoleon imposed it on them,just as "dictator" Acheampong imposed his will on us.ID cards exists in continental Europe because "dictator" Hitler imposed it on them.Are you trying to tell us the French,Germans,Italians,etc have ID cards because they have a problem in registering births and deaths? When Tony Blair tried to impose ID cards on the British people, they told him to take that "Hitler-like" idea to where it belongs. Why do I have to be tagged like a cattle in order to vote? that said, I would like the govt to spend that money on toilet and pipe borne water which are essential basic needs. My octogenarian parents and my siblings do not need ID cards to prove who we are in Ghana.

Had we been sensible enough to keep records, especially the birth and death registration we wouldn't have been in this predicament today. In the UK they already have systems in place to identify people which is why they do not need national ID card. Kofi you will agree that you cannot walk to the home office and claim to be British. We lack that in Ghana and it is badly needed. We can restore our birth and death registration and at some point even decide not to issue ID card. This process is not about ID cards, it is primarily about Ghanaian Citizenship register. Do you agree we need one? Thanks for sharing your views.

I have no qualms with the issues you have raised.I simply detest the idea that we need ID cards to prove who we are in Ghana. ID cards does not solve crime either.Institutions like the catholic,methodist,presby churches has far more credible records than the state. Ghana as a state insists on birth cert before they issue you with a passport yet the state never established any civil registration offices throughout the country. The average British born can lead his/her life without going to Home Office to prove who he is.just as my parents don"t have to go to ministry of interior to prove they are Ghanaians. The govt of Ghana has centralized everything in Accra instead of decentralization.

freedom,we are talking about constitutional lapses.If you think that the British cherish freedom more than the French then ask the Americans who helped them to fight for their independence against the British.Learn about the history of American's statue of liberty in New York and the French great strategist Lafayette.Please try to be objective and stop protecting the colonial mentality.If you don't want ID Cards then what is the essence of NPP demanding the EC to compile a new voters register?Thank you.

Looks like we're going to start off from some place in cataloging Ghanaians and this is my suggestion:
a) Begin by establishing a credible electronic or whatever future advanced Birth and Death Registry. When this has been put in place and moving forward, use the birth certificate as a proof required for school registration, obtaining a passport, registering to vote, etc. Following its implementation of this
b)For those who are already born before the establishment of the above, and recognising that our system hasn't been good to date and we only need to blame ourselves for that, we may allow some credible leniency in establishing status, and you do articulate some examples in your piece.
c) All those who fall into category b above must be made to register their status as Ghanaians with whatever documentation that is agreed upon for this purpose. The logistics here will likely be huge. Churches, schools, electoral commission, employers may be co-opted.
d) Follow the prescribed legal process for naturalization, as well as for children born to Ghanaians in foreign lands

Mr. Pimpinese you are right about having in place proper birth and death outfit throughout the country. That will be a way to sustain the process. We can have the district assemblies (the council as we used to call it in the past) handle that. Data collected will then be sent to a central storage server with copies still in the districts. In my previous article I suggested that we issue social security numbers along with the registration. The register won't be perfect now but when it is done there will never again be a confusion about who is Ghanaian and who is not.

The most efficient way to having a credible and secure way of doing national business is to have citizens social ID card/number, street and house registration/number all at once or at the same time. The social ID should match with one's birth certificate and be permanent and secure until one passes away. With biometric technology we can stop lots of fraud in the system, but not voting alone! The question is, who wants to lead in this important national identity crusade, esp when NDC is happy trying to manipulate our electoral system the way it is right now? No foreigner should be allowed to vote if they really don't qualify to vote; it's criminal. When the NDC is fighting against ROPAL, how can they turn around and say foreigners across our borders can vote?
