Long term planning for Ghana is an excellent idea whose time has finally arrived after messing around for a long time. 40 years is a long time in the life of an individual but not for a nation. All the great countries of the world undertook long term planning. Emerging countries like Malaysia, Singapore, Thailand, and South Korea have made it through long term planning. It requires hard work by the people, focused leadership, discipline, and sacrifices by the people. In Africa, Paul Kagame is making waves with his development agenda in Rwanda, using ICT as the leading sector of change and development. In Ghana, we can use education as the leading sector since we have comparative advantage there in Africa. Before any plan, we need to have a vision or dream of where we want to be 40 years from now. We need to do scenario planning and make realistic assumptions of future states which will guide and inform our plans. We need to take stock of all our resources now in terms of how much food we can produce, how much internal savings we can mobilise, what human, capital, natural resources we can command over the forty years. We have to project and forecast our labour supply and demand in 40 years based upon our market needs. There will be need to forecast revenues, expenditures, outputs in the various sectors, capacity in all the sectors, the status and dynamics of our population in terms of age, gender, occupational and geographical distributions, etc. We have to project to know how the transport and housing stocks should grow each year in order to reach a projected target in 40 years. We have to factor in costs to the environment or externalities, opportunity costs, etc. We have to know milage of roads to construct each year, number of school blocks, number of bridges to build every year, number of teachers, engineers, doctors, agriculturalists etc to train each year. We need to monitor and evaluate the projects to see they are fit for purpose or they meet quality standards. We have to forecast our energy needs, our water consumption needs etc to avoid being in panicky modes like the current Dumsor saga. We shall need a proactive and visionary leader to drive that change and transformation. We shall need a strong and efficient judiciary to interpret the law and a professional legislature to roll out the relevant laws to back planned execution of activities. Above all, we shall need to tweak our political system and adopt more pro-left or centrist political ideology of central planning, and some legislative and executive caveats and fiats to overrule some opposition. The planning has to be transparent and people-driven from bottom and top simultaneously. China has developed huge infrastructure because of pro-centrist ideology and industry of then people. We have to reform our current bogus DAs and Mas which are heavily politicised. We will need land reform to simplify land ownership for commercial activities. We will also need political will to implement the plans in phases. While the central government is for example carrying out construction of trunk roads, build capacity at the District and regional levels for them to undertake bottom-up development. We shall need an economic census of all our assets because you cannot plan if you do not have adequate resources. Planning should be meticulous. We can borrow from the ideas of Solow, Simon Kuznets, Sir Arthur Lewis, among the ideas of great Economists.

1. Communicate effectively: it should not be written in academic jargon;
2. Communicate effectively: it should depict financial projections based on authentic indisputable revenue indicators;
3. Communicate effectively: it should be translated into at least five (5) Ghanaian languages;
4. Should incorporate periodic statutory publication of progress & completion reports via media;
5. Should incorporate periodic dialogue with NDPC via a media-covered national “people’s forum”;
6. Should incorporate central role for National House of Chiefs as a key player in plan oversight;
7. Be original: it should seek to be devoid of foreign “research” content;
8. Be original: it should incorporate the use of indigenous knowledge “best” practices;
9. Be original: it should incorporate “out of the box” measures of economic productivity;
10. Lastly, the document should be implemented in phases of six (6) to seven (7) years.
NB: On a personal note, Dr. Nii Moi Thompson, don’t’ you think it is about time you gave directives and updated your outfit’s—NDPC’s—website?
Or at least, communicate what is being done with the website in the interim. You are already making some of us very skeptical about your transparency, and ability to effectively “roll out” this steering document within a “domestication” context. If you cannot effectively communicate this vision to a majority of Ghanaians, it will simply wind up being a vision that conveniently allows external stakeholders to rape Ghana!

Who in Ghana and or Ghanaians in the Diaspora has a window view or 40 year foresight? Most advancements in technology and planning become yesterdays dreams or obsolete after 10 years; the best local and national governments can do is set up rules for best practices and procedures that will last a lifetime. Case in point:governments in developed nations are guided by constitutions that were drawn up by wise men and women to ensure survivability of a constitutions. In Ghana no amount of bribery, jostling for tribal or regional superiority can save us from a constitution that is a waste of paper. Nkrumah's 7-year plan worked to perfection because the contents of the plan were viable, sustainable and required to upgrade existing and usher in sorely needed developnent of its time. Since then advances in science and technology has given us solar, thermal, wind power and other sources of generating electricity or building roads with effective machinery and materials. A 40 year development plan is as delusional as the fantasy democracy we enjoy today and was promised some 40 years ago when we could not wait to have a coup that toppled the CPP.
How does a 40 year development work when there has never been a cure for tribalism, bribery and corruption and the greed that has consumed Ghana since 1966 where everyone knows to be reasons for life's stagnation in Ghana? The only sure way to improve Ghana is to have a government built by men and women of principles and a nation with trust in government. It is only when cities and communities are truly planned and development that any dream of other developments can become realities in Ghana. It starts with every land use and development having requisite roads, water, electricity, drainage and sewage system, telecommunications infrastructure, garbage and sanitation disposal and communities and citizens paying their taxes and honoring their civic responsibilities. A 40 year plan is unwise and another waste of time, resources and money wasted on a commission that could not find its way out of a paper bag.

For 34 years now didn't the PNDC and NDC and NPP still have this National Development Planning Commission and the late PV Obeng was Chairman? I was on a Debate with PV in 2010 on JOY-FM and rehashed the same issues.
They just keep spending the taxpayers funds with often useless academic jargons that have no basis or financial strategy for implementation!
40 years Plan alright! Just to keep these Economists till they are 87 years old! If JH Mensah had provided good advice all these years, why is Ghana where we are given all the human capital we have created and material resources over 50 years? Adviser to Nkrumah and adviser to Kufuor under the "golden age of business" slogan.
In Ghana these economists are the only ones whose ideas are considered and none of them have ever built a simple mousetrap to sell and demonstrate their practical capabilities they advice our leaders on!
