We cannot continue to blame America, the west or any other nation for the decisions we take in Africa or Ghana in particular. It has always been failure to learn to be wise, principled and with moral conviction in Africa or Ghana specifically that has led to the chaos, regrets and finger licking that continues to take place across the continent. It is almost always greed or the desire and eagerness to make money the easy and foul way that results in 419 victims litered all around and not the perpetrators. In Africa we have ill-informed leaders and irresponsible citizens willing to turn over their God given abilities to think to political leaders which almost always lead to dictatorships and pretentious democracy or socialism. Do readers believe the USA, China and Russia have not tried to influence the internal structures of each other but with little or no success? So why do these powerful nations succeed in dependent developing and underdeveloped nations where they fail to significantly bring changes to other civilized, developed and industrialized nations? It's simple; it is easier to buy the presumed intellectuals in those dependent nations than to throw money to reform systems in the nations they administer. Every failed nation in Africa and other dependent nation came about because its citizens in the elite class buy into the ideals of democracy, socialism or communism without understanding, commitment to hard work, discipline, self sacrifice, sweat and tears required to succeed. In Ghana the tribes which stood to gain the most brought us the 1966 coup and look what they've been able to achieve in the chaos they engineered. In Iraq, Libya, Afghanistan and numerous other places it was citizens of those nations living in the Diaspora who conspired to bring those delusional changes and the opportunity to loot national treasures; they were never interested in democracy and it's not America or the west. America has spent trillions of dollars intended to help democratize those nations including Ghana but at the end of the day, citizens in these respective nations bear the utmost responsibility to ensure the success of the democracy they seek by adhering to true democratic values, practices and procedures. Fools cannot blame their teacher if they refuse to learn; turning around dumb fools into productive citizens can only happen under slavery and I bet we do not want to go there. Let us take responsibility for the chaos around us for a change.

Thanks for your thoughtful comments. Let me just point out that the intentions of this piece is to look at the problem of corruption in Africa from a global perspective.
This approach is no different form the researches of Kofi Annan, continental and international bodies.
Annan has shown how Western multinational companies and African leaders collude to steal from Africa (Even Soyinka has consistently argued this very point over and over. He has formally done this before international bodies such as the World Bank).
Let us also not forget that Buhari's claim is being challenged from all angles. I am waiting for the outcome of investigations into his claim before I make definitive statements. That said, Swiss and American banks are complicit in stolen monies hidden in their banks (by international law).
America does not complain when Mexican officials and drug cartels, to mention but two examples, hide illegal monies in American Banks.
But America has a problem with its citizens who hide stolen monies in Swiss Banks (in addition to ossfshore accounts). In fact, America is on the verge of sanctioning Swiss Banks for aiding its thieves. How then can't we hold America (and others) liable for aiding African thieves.
Of course, the first responsibility lies with those African thieves because no one forces them to steal and hide Africa's money in Western banks.
The abobe notwithstanding, the point is that America has had similar banking secrecy laws just as Swiss Banks and just as long as Swiss Banks have had those laws.
You may recall how Russian oligarchs stole hundreds of billions of dollars and hid them in American banks. It took the combined efforts (of Vladimir Putin) and Bill Clintion to return those stolen money!
The other intention is to offer a critique of African intellectuals who selectively look at the canker of corruption in Africa.
I chose Soyinka as the subject of my critique. This approach is supposed to be representative of the larger African landscape.
Saint James, as for corruption in Africa, particularly Nigeria's, I have discussed that already in some of my earlier articles and have no intentions of revisiting here.
As for the entrenched nature of corruption America is having a hard time taming it.
