I should add that first we need a team of competent disaster officials not political sycophants. The team should be headed by a qualified disaster expert with managerial and engineering background. It should consists of a police official, competent fire official, medical & nursing officials and lastly men & women from the ministry that coordinates these efforts because of resources that are needed. Secondly as you stated there should be s fortified building that can withstand disasters. This building must have the latest communication and computer equipments. In addition it should have a backup generator in case of loss of power due to the disaster. The communication center should be the focal point where information is disseminated to the whole country or region. The politicians and political officers can visit this center and be provided with the latest information instead of the display of photo opportunities that are displayed in the newspapers and on TV the following day.
The disaster area must be cordoned off and no entry permitted onsite except for accredited officials. (BTW: I am on a visit to Ghana and I drove by the area where the disaster occurred. It is cordoned off by aluminum sheets. There are no security officials around the area).
Lastly there should be a monthly dry run (for non technical people, a dry run is an exercise that can imitate the real action if that should occur). The dry run team should consist of medical team, ambulance cars with EMTs, firemen, police and any other secondary qualified assistants. There ought to be one or two hospitals that are always equipped and ready to accept accident victims including the deceased.
The so-called appointed officials must learn from this disastrous accident. Another one is coming soon.
