Well said , Rawlings talks out of emotion. As you have rightly indicated this is and engineering problem. The malaise our our leadership is that they are not deep thinkers . Everyone is taking about houses in waterways, but the question is: where are the 'waterways'. Drains in Accra were designed narrow and shallow and open . With that kind of design it's easy to get the drains choked with debris . The newer parts of Accra also do not have drains due to laziness and lack of planning by the people to whom such duties have been entrusted. Today they have started desilting the Odaw river rather belatedly but the will in the long run be a waster effort because it's an open drain and the debris will get back into it. Water is a fluid and can be directed anywhere it's desired. Amsterdam is mostly reclaimed from the sea so the whole city is on a 'waterway'. Our leaders need to start looking for technically sound fixes rather than blaming the issue solely on indiscriminate building. In any case whose fault is it for indiscriminate building. How long does it take for people to have their application for building permits approved or rejected ? Why do the authorities look on while people build without permit .Accra , and other cities as well, need a technically sound solution to minimize the occurrence of flooding. If we don't have local experts we can get them from elsewhere just as we have done with the blackstars.

He had the opportunity to gentrify the city, improve drainage system and cover drains/gutters but did none of that but has the guts to talk. JJ is just a pathetic soul.

I used to go along with the popular but erroneous thinking that building in water ways was the reason for the floods in Accra and other major cities in Ghana. I been living in a flood prone area in Minnesota for over a year now. We have had heavy rains but there have never been any flooding. Most home owners have grass in their yard plus there is well maintained, and rightly engineered drainage system. That is what we are lacking back home. The reason is we don't appreciate scientific and technological research that impact and benefit us. That is why an ex president who has no engineering background would think and talk the way he did. Thank you once again for your article.

Let's not hide our heads in the sand and pretend some truths become lies because of the messenger or untimely utterances. I am one who finds the Rawlings's to be dangerous to all Ghanaians of goodwill because the family oozes hypocrisy; an attribute of being unprincipled. But the lawlessness and blatant disregard for common sense and decency by pedestrian, street vendors and hawkers brings about some of the damming tragedies in our urban/metro centers.
We cannot approach developed nationhood with our disregard for town/city zoning laws neither can we do so with the actions of street vendors and hawkers occupying lanes of city roads or the erections of unauthorized structures because we damn well please. Some Ghanaians, especially lawyers and politicians who are publicity chasers, tend to see short term political advantage in government actions that enforces city/metro ordinance laws as misdeeds just because of failures in other areas of government. Let's get real for a change in Ghana not for meaningless political party grandstanding but because of associated death toll and or adverse effects of our inactions on the lives of the living and generations in waiting. Who can deny that gutters and drainage systems near and or in close proximity of the roadways they illegally occupy are usually choked with trash from their activities? And who else is blind not to see through illegal construction, illegal and unauthorized connections to water and electricity at homes and other commercial outfits as contributary to the drain on government revenue? A civilized nation cannot and must not accept the lowering of community standards as a viable, accepted alternate solution for bribery, corruption and government failures. Rawlings and the wife are never the appropriate spokespersons for societal ills but the truth cannot become lies because of them either.
