Great job in using data to make some important points.
One of the biggest problems in Ghana is this: Policy makers, bureaucrats, and even scholars and professors make statements, they talk about problems and offer solution, generally with little data.
They never do, and as well, they neglect to tell reporters and the public where exactly they can get additional information about the item of interest.
ITEM: Numbers generally do not lie! Even exploratory data developed as a rough order estimate of an important social problem such as access to higher education.

These are what the media i.e radio. News, TV , etc should propagate to reveal ghana's problems other than nasty politics and character assisinations.

In that sense, this paper on policy analysis and administration is one of a kind. It is a marker, the way we see it.
We want to recommend "Strategies for Policy Analyses", by Glover Starling, 1988, for those interested in using alternative methods for diagnosing social problems when hard data is not available, or reliable. (We believe Prof Starling was at The University of Houston, Clear Lake, Texas, USA, when he first published that book).

Well reading very relevant portions of your article,in my opinion the problem with our educational sector has to do with quality education and not merely the availability of tertiary education.Tertiary education has now become a big investment for the private sector ,simple, emphasis now on certification and not the acquisition of knowledge nor to have a repertoire of skill which will help individual work independently but for promotion and job opportunities.My instinct tells me that yes, we need to make education so much available in other regions but is it going to entice the very people for which an opportunity has been created.The mindset of the Ghanaian is to have everything in Accra,Kumasi Takoradi ,cape coast because when,Kofi mensah decides to have his education in the same vicinity where he was born, had his basic education and now tertiary education, people in the same lacality will treat Kofi mensah's knowledge or certificate with contempt out of ignorance.
I personally believe that content of education should be changed to improve the quality and ,make it relevant to solving our socio economic problems than for mere certification and availability which has virtually made our certificate for sale to every 'tom and jerry with stronger financial steam to purchase.Dr Anim Mensa great piece but this is my humble opinion

And, if we may add, your proposition to this equity public policy question is most amenable to utilizing a Geographic Information System to solve. With that, we can easily weigh the factors, focus on just areas that are settled, and even factor into that the equations access to transportation that you discuss. We could show the "PIUs" for all the regions on a map for all to see, including children, with little requirement for analytical capability.
We hope a fair amount of the Ghana academy are reading this piece.
