I am very disappointed with Dr Kennedy mostly for the allegation on drugs. Had he left out that accusations or allegations, that would have been a reasonable response to Dr Amoako-Baah's call for Dr Arthur Kennedy's expulsion from the party.
I agree with you that this has become personal and perhaps, Dr Kennedy is embittered and he is beginning to lose it. This is clearly an attack on individuals, though all the examples he gave with the except of drugs are either what leading members as well as supporters of NPP have said or done and they are public knowledge. As far as the drugs accusations/allegations are concerned they still remain mere allegations. Perhaps, as an insider he may know more than others. If that is the case, then, he should come out and provide evidence rather than make allegations that he will be unable to substantiate.
This will definitely not help NPP or its party unity. If he is unable to substantiate the drugs accusations or allegations then, his expulsion from party should not surprise me. In fact, I will be surprised if that does not happen because of the very serious and damaging nature of the accusations or allegations. In the end his rejoinder is antithesis. In other words, he has justified Dr Amoako-Baah's suggestion.

As you pointed out, he's unable to comprehend the extent and limitations of individual liberties of a citizen of a democratic state as well as his obligations. No wonder by his actions and utterances he has become a saboteur of the political party he claims to belong to. As far as I'm concerned he is a mole of the opposition.
