And when, as this article says, people are being mistreated all over the place, might it not be proper to see how we might attempt to localize it?
How, we must ask, do you tell one noise from another?
Is the sound of a drum or home radio louder than the sound of an 18-wheeler barreling through the streets and neighborhood of Accra?
Further, did any one sit down to calculate the economic impact of that ban on Accra, compared to Ghana? Can we say there is no cost? If we cant, who must bear the cost, year after year?
Now, that are aksing for "a noise-free 'dumsor vigil'", in Accra!
But, those are, respectfully, important question to ask!

For me the ban on drumming and noise making by the Ga traditional authority in Accra is only welcome for that one month because the AMA and the govt as a whole, has failed to honor their responsibility to permanently reduce noise levels in Accra.
The ban is therefore a welcome relief, otherwise, it is unconstitutional, undemocratic, an invitation to anarchy and a nuisance in itself to many commercial activities and residents of Accra.
In fact critically looking at the operations of the Ga Mashie Traditional Council and the ban on drumming, it becomes even more of a farce in its selective and prejudicial application. I have observed many Ga Chiefs who under the nuisance of the 'dumsor' era, are operating loud noisy energy generators in their homes for their families to live comfortably. These Ga Chiefs, as well as many residents of Accra, have continued to operate these very noisy generators even after the ban has been declared. And of course, these shameful and notoriously dishonest Ga Chiefs have not seen it fit to seize generators, noisy trucks and motorbikes, cement producing machines, noisy construction site machines, mechanic workshops, the motorcades of the President and Mayor of Accra, the extremely noisy jet and propeller engines of planes landing and taking off as well as a myriad of other noisy activities in the public domain, into account. All this makes the ban appear to be dubious in its effects and intentions.
I do not even think that those who administer the ban are themselves very well educated on the full spiritual and material details, effects and implications of this ban. It makes me suspect that this ban has outlived its spiritual usefulness and is now a little more than just a cultural event. If not, the Ga Authorities should come out and rather endear the public to this cultural event instead of brazenly seeming to be arrogant and confrontational about it.
People like Constable Joy, the contributor above, who have the mentality of a typical illiterate Ga Chief, will not make matters any better with their idiotic posture of ‘leave Accra to the Gas’. He needs to be educated or reminded that whether he likes it or not, Accra is the Capital City of Ghana. Accra has long grown beyond the anemic posture of a tiny little fishing enclave run by a hierarchy of Chiefs. By virtue of this fact, Gas are now far outnumbered by other ethnic groups in modern Accra. Gas are thus a minority in their own town. Gas now invariably have to depend on the superior economic strength of other non-Gas (Ghanaians) for survival. The national legal framework of the constitution and other state institutions, have complete affirmative precedence over the authority of the local Ga Chiefs. Due to the lack of leadership over the years, Gas as a whole, have lost all the privilege, opportunity and stature which they once wielded and unfortunate as it may be, Gas today, now have to depend on the benevolence of other non-Gas to make their case and their existence as an ethnic entity, heard, acknowledged and accepted.
In spite of all the odds militating against it, the Ga Traditional Council authorities have a good opportunity to transform this one-month long ban into a more attractive, respectable and welcoming global touristic occasion whilst concurrently maintaining its spiritual values and connotations, instead of making it seem as if it is a God-sent opportunity for them to rudely flex their weak and now insignificant muscles to confront the metropolitan public and to prove that they are the landlords of the city. There is no profit in doing that today and there will be no reward in doing that tomorrow.
By repackaging the image of the one-month long ban on drumming into a well-deserved, genial and friendly occasion, the Ga authorities and people stand to make many millions of much needed dollars from the event. Let us remind ourselves that the Ga chiefs themselves, have irresponsibly mismanaged, dissipated and/or squandered all the inherited resources of their land which they held in trust for their people, leaving them - the real natives of Accra, in some of the most dire, heart-wrenching and pathetic conditions of deprivation and poverty in this part of the world. A casual drive through places like Bukom, Teshie, Jamestown, Mudor, Chorkor, Lanteman, La, Nungua, the more dilapidated backstreets of Osu and some of the typical Ga areas of Accra, cannot fail to give you a feeling of utter discomfort, hopelessness, depression and sympathy for the Ga people of Accra.
It is an unpardonable shame and a disgrace that our political, corporate - and especially our Traditional leaders, should so wickedly abnegate their responsibilities and abandon vast sections of the Ga community into such deplorable material and moral conditions.
Gas have been reduced into such terrible conditions of backwardness and deprivation that many of them who are born in and live in the afore-mentioned areas of Accra, have never stepped foot in the more swanky and 'intimidating' areas like the Airport residential area, Accra mall, Ridge, Cantonments, East Legon, Adenta, Dzorwulu and other such places. They are socially, materially, psychologically and financially cut-off from the more up-market conditions of such up-market areas. Many Gas have as a result, become economically 'idle' and mere spectators to the emerging affluence of the 'other side of Accra'. And this is not only a damned pity but it is also a security threat to the entire nation.
If Gas are to leave their fate in the hands of the kind of Chiefs which they now have, I am afraid that very very soon, the Traditional Ban on drumming and and noise-making will by overwhelming numerical choice, cease to exist altogether because vulgar and uneducated Gas like Constable Joy will assume responsibility, in the void of leadership, only to cause chaos, mayhem and disaffection for Gas.

A point in case is a church that holds its activities in a compound house at a location around Commandoes Down, Dansoman. This church has an adult size of not more than 20 people, and they terrorize residents every friday nights till dawn, chanting and praying in huge tongues through their provoking loud microphones and throwing the rights of citizen around to the dogs. I learnt the AMA has given them several warnings on these, but to no positive results. What else do you think can stop these "miscreants" in the name of a church, disturbing innocent, hard-working Ghanaian's who after hectic times at work, would just want to have a peaceful and well deserving night's rest?

As things are ,any ragamuffin or wild-cat can enforce his own interpretation of the law and subject the citizenry to extortions and harassment. The citizens need to be reminded that apart from the police, no one including agents of the traditional council has the right to perform any law enforcement responsibilities.
Everyone knows the excessive noise the churches make in the name of worshipping. Their rights to the freedom of association and worship can not be denied but honored and respected by all but so must they do unto others by respecting their citizens rights as guaranteed by the constitution. Church worshippers and all those who make excessive noise must also be cognizant of, respect and honor their neighbors right to live in the comfort of their homes and dwelling places and in their places of work without being unduly distressed and harassed with the excessive noise making of revellers, church worshippers, etc. A law must then be passed that would require all who make excessive noise both day and night to have sound-proof walls, that is walls that are impervious to sound. Civilized citizens respect the rights of other citizens.

What gives you the feeling that whatever you believe in is superior to what someone else believes? By your name I can tell where you come from and it is well known that you have more gods and lots more customs than pertains in Accra. The people obey them and I am sure you do as well, anytime you visit, and yet you expect the customs of a group of people to be banned or suppressed simply because you moved to their land. Stop trying to sound sophisticated and face the reality. Every group of people in Ghana have their gods, customs, and traditions and it is enforced yearly. Tell me it's not true.
