  In every serious nations we have the thinkers( Thoerists, Scholars and/or Academicians) and the implementers( professionals, practitioners and/or activists). General education educate the thinkers whiles specialized education train implementers. Every good educational systems try to create a balance between these groups and also create a platform for those who want to switch over.
  Unfortunately for us in Ghana the emphasis is so much on General Education which produces more thinkers than implementers9(95% General Education and 5% Specialized Education). Not only that, in fact those who opt for specialized education are looked down upon as dropouts and morons by the government and its agencies which shouldn't have been the case. Most funds are mostly channeled into the development of general education at the detriment of specialized education and a case in point is the sourcing of World Bank funds to build 200 community secondary schools to produce more scholars. You see, we need both the implementers and thinkers. In civilized nations like UK, Germany, USA, Japan, etc, the ratio of implementers and thinkers is 50:50. It is important to note that both General and Specialized Education have their strengths and draw backs and so the deliberate state suppression of specialized education is detrimental to our national development and that is what is causing graduate unemployment and hardships in Ghana.

  "For someone who is certain about his chosen profession, a specialized education can be the right choice. An obvious example is a musician who chooses to study at a school like Juilliard. Vocationally oriented specialized education curricula can give the student a definite advantage in the job market. Besides the very focused course of study, specialized education programs often offer their students co-op or other work-related experience. Specialized education programs can often be completed in a shorter time than general education programs, which can save a significant amount of money. Many working adults pursue specialized education programs to begin or resume their careers in the least possible amount of time.
  In a difficult economy, many less affluent students believe that a general education, especially in the humanities, is a luxury they cannot afford. It is generally easier to make the transition from a general to a specialized education than vice versa, although moving in the opposite direction is not impossible. The life circumstances of the student are likely to be the biggest influence on the choice between general and specialized education."
  Let us take a typical football team as an example. To have a very efficient and effective team you need few coaches(thinkers) and more players( practitioners or activist). If a team( country) has more coaches(thinkers) than players(implementers), you can imagine the kind of chaos that will crop up in the not distant future. This is the case of Ghana.
