To all you CAF members I ask, is a thief only those caught in the act of thievery or do include those not yet identified to respective acts of crime?
Abuga Pele of former NYEP now GYEEDA is charged and being tried before a court under a broad charge of causing financial harm to the state even when he has shown that his position did not authorize him to sign any payment above US$20,000. The question which ought to be asked of the Comptroller and Accountant department and to a lesser extent of the audit services has never taken place in any financial misappropriation case in Ghana because political malcontents know where such inquisition could lead to. Do the members of CAF know that under the charge of causing financial harm to the nation every former director at every agency of government and most in Ghana's parliament could be charged same? Has it not been Parliament for the most part that appropriate monies but with no tools to know and ascertain their proper use? Has any institution of government passed thorough audit process? We did indemnify government officials in our 1992 constitutions not as angels but we expect them to be thieves and office criminals.
