We agree that data is needed to allow us to get a grip on social phenomena, including discrimination in employment, education, training, etc.
However, sometimes, it is difficult for us to understand why some of us will want to see new agencies for this and that issue, when all is needed are enforcement of existing laws, and completion of work already started.
Where is the Edison-Light-Bulb idea to talk about data, information, and "investigating and reporting", while at the same time burying the Freedom of Information (FOI) bill. The FOI bill also comes with an enforcement regimen that can as well solve the problem(s), if there is political will.
The last time, it was Dr. Ohene Aku Kwapong and a rather long list of Baah Wiredu proposals for new institutions even while their NPP sat on a Mugabe-Right to Information act. We grant the NPP draft was a joke of of a Freedom of Information Bill. And the NPP refused to transparently enforce the Asset Declaration law, to boot. (But as they say, any law can be improved, if there is political will).
What, if we may ask, might all of us conveniently tuck behind any process where "Job application forms will have to be redesigned and technology deployed to gather, store and rigorously analyze information."
Our Answer: The Freedom of Information Bill, that is!
The FOI bill is as good a data collecting bill as you can get with any new fancy institution and process.
You want to know how many people applied, what were their qualifications, what region whence applicants, what ethnicity applicants, what ethnicity selectee, what salary, etc.?
Go to the FOI bill office in your region/capital, in that ministry, etc.
THEN THIS: "...Notice that without data, the American government could never have proved widespread discrimination against the city of Ferguson, in Missouri..."
OUR COMMENT: Not so fast, this example and comparison.
Consider that one of the complaints from the Mayor of Ferguson was that a lot more jurisdictions in the St. Louis, Missouri, area, including East St. Louis on the other side of the bridge, in Illinois, had worse records, compared Ferguson, Missouri. So, what stopped the U.S. Justice Department from intervening in all those other places?
Regrettably, we believe that the American racial problem is a lot more leviathan, complex, and dangerous than the "discrimination" the Asantehene speaks about with respect to Ghana. More important, we believe that Nkrumah's unitary vision for Ghana continues to be the saving grace for Ghana, beyond all that confederation-centered talks and plans, of years gone by.
The data always existed, one discrimination event to the next. Further, it was not just data that proved "... widespread discrimination against the city of Ferguson, in Missouri..." It also had to do with people stepping forward to share their stories to the DOJ investigators, using the freedoms they know they have, even under a federal Constitution. When the State/Region/Province/Missouri did not act, it took the center/Federal to act: but all they could marshal by this historic act was a contract for good behavior (Consent Decree). That document, at this moment, is unsigned.
All this to say, Ferguson is really not a good example in this case!
What is also clear to us is this. While the Asantehene is complaining about reports of discrimination against Ashantis by the NDC government, our numerous Chairs of Departments of History, Government, Law, City Planning, Business, Administration, Journalism, Education, Philosophy, Law Enforcement, etc., and all their deputies, deans, lecturers, professors, and thousands of students are involved in little to no research to capture the types of data needed in the Ghana development and governance processes.
So, to cut to the chase...

Most of these NDC Party appointees are dangerously below par - but yet are filled into high positions they would never dream of holding ending in consequent failure. Just take a look at Mahama's cabinet and point out one Asante (the most populous singe tribal grouping in Ghana) in the cabinet. I believe that is what the Asantehene was complaining about, although many Ghanaians believe he himself is part of Mahama's apparent disdain for the Asante.
Go to the Ministries in Accra and see what is happening there.
Actually, we need the Akans to begin to behave like the smaller tribal groupings in Ghana, to save Mother Ghana!
