So, we see some good points, but most seem new to the record and context!
QUESTION: Were there no laws already on the books that could have been strengthened through enhanced enforcement given that anything proposed as a "corruption fighter" would need enforcement, even when backed by a database?
And to work out all these "accountability" initiatives in far away USA, far from Ground Zero, and all major stakeholders!
What could we reasonably expect by way of success?
The other question is, why was the team "shy " about the Freedom of Information Bill. We are thinking the FOI bill would have been easier to enact on account the NPP already had a draft, albeit a weak FOI bill?
And Asset Declaration! Again, why was the Team "shy" of this one too? Why was there no effort at enhancement of enforcement?
Also, if we were going to use the BNI, why did we neglect to include CHRAJ?
Finally, with respect to "3) Asset Tracking Management", why would we need a new bureaucracy? Will it not have been easier to publish requirements, and have all agencies report assets in hand, using systems that talk to each other? Then have independent team verify the physical assets and validate the reports?
THEN THIS: "...Going up to the mountain, Peter and the disciples asked Jesus what to bring..."
WE SAY: What is the point about the citation from the Bible, Dr. Ohene Aku Kwapong? Should we all not be cognizant of the requirements for "accountable" public policy under a secular Constitution? Would we be teaching this and other Biblical tracks to the children in "...primary school and secondary school..."?
How about some Koranic citations, or Hindu, or Buddhist, for that matter?
BOTTOMLINE: We think we know the NPP record on all of these things. They never happened because these proposals were not process improvements and depended on the goodwill and effort of just one "main" man, a "good man".
LOOKING AHEAD: So, the other policy questions is:
What are the NPP policies going forward?
Is this story being placed in the public domain for other reasons we cannot not fathom at this time?

OHENE, I SHARE YOUR FRUSTRATION. BY THE WAY, THIS KUSSEY. THE GOOD THING IS THAT WHAT YOU AND THE MINISTER CRAFTED CAN STILL BE IMPLEMENTED. IT MAY NOT BE BY ANY GOVERNMENT, AND MUST NOT BE BY ANY GOVERNMENT. IT MUST BE BY PERSONS WITH A SINGULAR MIND TO MAKE IT VERY COSTLY TO ENGAGE IN GOVERNMENTAL CORRUPTION AND FINANCIAL CRIME.
AS AN ELECTRONIC SECURITY PROFESSIONAL, I KNOW YOU CANNOT ELIMINATE CRIME;YOU CAN ONLY MAKE IT VERY COSTLY TO ENGAGE IN THE CRIMINAL ACTIVITY.. THERE IS SO MUCH POLITICAL CRIME, BECAUSE ALMOST EVERY GHANAIAN BUSINESS DOES NOT KNOW HOW TO SURVIVE, NOT GROW, WITHOUT THE GOVERNMENT. LET PEOPLE KNOW THAT THEY CAN SURVIVE WITHOUT THE GOVERNMENT WILL BE A GOOD WAY TO START.
REST ASSURED THAT THERE ARE A GREAT NUMBER OF PEOPLE WHO SHARE YOUR CONCERNS AND THOSE OF THE LATE MINISTER. KNOWING YOU, YOU MUST STILL HAVE, AT LEAST, AN OUTLINE OF "PROJECT" WITH THE LATE MINISTER. FIND THOSE WHO SHARE IN THIS VISION. HAVING LIVED IN THE STATES, YOU SHOULD KNOW THAT MANY EFFECTIVE WATCHDOGS AND THINK TANKS WERE NOT INITIATED BY THE GOVERNMENT. SEEK OUT THE FEW YOU CAN IDENTIFY AND TRUST WHO HOLD THE SAME VIEWS AS YOU AND THE LATE MINISTER AND START THE PROCESS MOVING. REMEMBER WHAT THE JOURNEY OF A THOUSAND MILES BEGINS WITH.
THE THIRD REPUBLICAN CONSTITUTION REQUIRED THE AUDITOR GENERAL'S DEPARTMENT TO PUBLISH THE ASSETS OF ALL GOVERNMENT OFFICIALS (EXECUTIVE, LEGISLATURE AND JUDICIARY) WITHIN SIX MONTHS OF BEING IN OFFICE. THE DEPARTMENT WAS EMPOWERED TO SEEK THAT INFORMATION IN COURT. IF WE ARE SERIOUS, WE COULD PUSH INTO LEGISLATION THE LOSS OF ONE'S POSITION IF ONE FAILS TO DECLARE ONE'S ASSETS WITHIN THE STIPULATED PERIOD. THIS WILL BE A LEGISLATIVE ACTION, AND BE FORCED ON THEM WITH EXTREME PRESSURE FROM THE PEOPLE.

Dr. Ohene, your points are very interesting but they are after all, already in existence. The only problem is that, we do not enforce them for selfish interets. It is interesting that, the former ministwr of Finance was trying to do something or to enforec a law which his collegues saw as an impediment on their ways to looting this country. I am hundred percent sure that, the noise the npp is making all oveer the place is just an empty noise.Just like you have said, they have been there before and have woefully failed to fix it for reasons bets known to them. What is the quarantee that they will be serious next time. We have also not forgotten the indemic corruption under their time. The buying of hotels and the rampart selling of national assets without any accountability. The npp will not agree with your points bbecaus eyou have spoken the truth. All they want is power and power. An npp government will destroy this country. It is not for nothing that Woyome has been left off the hook. It is their doing.I laugh at them for cursing Woyome. They are refusing to re-vist the genesis of the case. But if they do, they will realise how dishonest they are to this country. The question is, is the npp qualified to rule this country again? Everything that is happening now has been initiated by them. It is like Ghana is without law.I congratulate the judge who sat on Woyome's case.
