The Founder of Ghana was deposed with overdrawn Back Account with an amount that is less that 10 New Ghana Cedis by today's inflation index; with no Yamoussoukro Palace-Size Cathedral to pay homage to the colonial/foreign religion; with no modest apartment for a deserved vacation in Brixton/UK, Harlem/USA, or Nkroful/Ghana (forget about Switzerland and Bermuda and Grand Theft Bank Accounts).
But Military Dictators and sundry absent-minded Civilian Politicians, since 1966:
---Sold all assets and the People received little in return
---Those assets they kept we did not add to, or maintain properly, or improve upon
---Students, academics, politicians, and public administrators, including judges and scientists, etc., operate with 40+ year old equipment and mindsets; so many of them unable to think or write beyond recitations of Bible and Koranic verses, as they and Mr. Mahama await Divine Interventions
---Mahama-Bagbin-NDC Government will not enact Freedom of Information (FOI) Bill, contrary to their promise to the People
---Mahama-Bagbin-NDC Government will not ensure timely transparency of Public Contracts and Obligations, contrary to Sunshine Requirements and Good Governance Principles
---Mahama-Bagbin-NDC Government could care less about Asset Declaration, as they stay at Arms Length from the Auditor General that reports to them, contrary to Sunshine Requirements and Good Governance Principles
---Mahama-Bagbin-NDC Government and all other civilian administrations, including delusional military juntas, never developed useful strategic/development plans with funding streams; or add to project execution and funding where there existed projects before their big egos descended on the public scene and consciousness.
And so, while Mahama-Bagbin-NDC Government and all other civilian administrators retreat to their mansions and tax payer funded residences with the 1,500-Watt-plus Generators, the people must breath and eat under Dum-Sor, with little safe water to drink even though more rain falls on the land of Ghana today, than they ever did at the fateful "Overthrow" nearly 2 generation ago, in 1966.

My answer to this question is structural in nature:
1) Abolish the practice of selecting VP from the Northern Regions - It is a tragic mistake for this country to choose its VP on the basis of ethnicity with no regard for competency. Leadership is a very rare quality and moreso in our country - there aren't many leaders with ideological underpinning in Ghana, and that is why affirmative action in selecting our VPs is very dangerous and in fact fatuous. Mahama is a complete mess, and Bawumia is a disaster in waiting if NPP get the nod in 2016.
2) We should abolish Stool and Skin land ownership by chiefs. As a nation, our productive capacity which is land, is being controlled by chiefs and skins who have no idea of the development needs of a new nation. In economics, land is a factor of production and whoever controls land must control the wealth of the nation. In most advanced nations, the state controls the land and appropriates it for its development efforts.
3)We do not need the American Presidential constitution in Ghana - it is subject to abuse as we witnessed during JA Kufuor's presidency. What we need and would be workable in Ghana is the Westminister parliamentary system with only the House of Commons, i.e., parliament, where power is vested in parliament with a Prime Minister who is elected and controlled by his party. This undoubtedly would provide the checks and balances the nation needs for our leaders.
4) The electoral Commissioner should be appointed by parliament and should have 8-year tenure.
There is more, but for now these changes will make a great impact on how we govern ourselves and manage our resources.
