Ghana is well-endowed with natural resources and agriculture accounts for roughly one-quarter of GDP and employs more than half of the workforce, mainly small landholders.
However the services sector accounts for over 50% of GDP.According to the statistical services and the finance ministry it register a growth rate of 8.8 per cent this year.If that is so then Accra records the highest income generating region in Ghana since most of the service sector is located there. So where is Osafo Marfo's basis for his bigotry.
All the sectors complement each other and in totality they constitutes Ghana resources so Osafo must be talking rubbish since the regions have their various strength in resource generation which makes Ghana what it is today.

KOFI ATA, I ADMIRE YOUR IMPARTIALITY BUT YOU ARE SPEAKING TOO MUCH GRAMMAR AND WRONGLY ASCRIBING TOO MANY GOOD MOTIVATIONS/ INTENTIONS FOR OSAFO MAFO'S PRIMITIVE TRIBAL IDEAS. THE MAN AND HIS NPP ILK HAVE NO SUCH GOOD INTENTIONS FOR GHANA - ITS NOT ABOUT CONSTITUTION, REGIONAL BALANCE, COMPETENCE THAT THEY CARE ABOUT, FAR FROM THESE. THEY JUST BELIEVE ITS THEIR BIRTHRIGHT TO RULE GHANA. AS IF ITS EVERY TOWN IN AKAN REGIONS THAT HAVE RESOURCES. I WONDER HOW THEY WOULD EVEN SHARE THE RULERSHIP TO THEIR AKAN OFFICIALS FROM TOWNS IN THE AKAN REGIONS THAT DONT HAVE RESOURCES. REALLY WOULD LIKE TO KNOW ESPECIALLY OSAFO MARFO'S HOMETOWN AND WHAT MINERAL RESOURCES ARE LOCATED UNDER HIS GRANDFATHER'S BED OR PUT THERE BY HIS GREAT GRANDMOTHER?? CAN WE ARGUE THAT IF THE VALUE OF RESOURCES FROM UNDER HIS GRANDDAD'S BED IS LESS THAN THAT FROM OBUASI, THE OBUASI NPP MAN HAS MORE BIRTHRIGHT TO RULE? BY THE WAY GOLD, DIAMONDS,COCOA ETC CONTRIBUTE LESS THAN 15% OF GHANA'S ANNUAL GDP FOR THE EDUCATION OF THE SO-CALLED "DOCTOR", "SEASONED PROFESSIONAL BANKER" AND "FORMER MINISTER OF FINANCE"

WE HAVE LIVED TOGETHER PEACEFULLY UNTIL THE USELESS NDC PARTY WAS FORMED.
''We have been vice presidents for far too long, it is time you make ONE OF YOUR OWN President.'' - John Mahama.
WHAT ARE THE REST OF US TO JOHN MAHAMA?
WE NEVER HAD ANY PROBLEM.
THE USELESS NDC PARTY IS TURNING ONE TRIBE AGAINST ANOTHER
TURNING ONE RELIGION AGAINST ANOTHER
THERE WAS EVEN AN ATTEMPT BY ATTA MILLS TO poison football clubs with politics just for the SELFISH INTEREST of the USELESS NDC PARTY.
Everything that unites us as a peaceful nation is under attack by the USELESS NDC PARTY. Before they divide Ghana and leave us in shreds VOTE THE USELESS NDC PARTY OUT IN 2016.
We have lived peacefully without any TRIBAL OR RELIGIOUS POLITICS before the USELESS NDC PARTY WAS FORMED and their manifesto signed with blood. We don't need any division in Ghana. WE ARE INTER-MARRIED, AND WE ARE ONE PEOPLE. NDC IS DANGEROUS, VOTE THEM OUT IN 2016.

Kofi , Ata CAN YOU ALSO JUSTIFY BEEN IT CONSTITUTIONAL OR NOT -why People in the North had free education and children in the south have not? are the People in the North more ghanain than others?
This is where dr osafo marfo is coming from. why should we as a Nation used the resources of the south to developing the North and at the sametime denied the children of the resources their share of the cake? is it constitutional?
look at the current dumsor Problem, when you go to the North , they are not experiencing it , like what the southerns are going through, and the only answer to the debate is the demand at those regions are very low, if that be the case why cant they Transfer some of them which are not in use to the middle south?.
when wayome judgement debt came even some People in his own Region did not suport him, why is prez mahama who hapened to come from the North has kept queit about Kwasi nyansadie and his co-efficienters of the tax payers Money in the Name of Football?
Kofi is it also constitutional to allocate Budget funds special to the North in the Name of geeda, akofem, dabodabo etc?
are we all ghanaians with equal oppotunities?
so my dear friend if you put all These things together and you come from OBUASI in Ashanti Region, wherby most of their drinking Water from the streams had been poisoned and contaminated without getting what it deems yours what would you feel mr Cambridge?
if dr osafo marfo said what is on the alleged tape , i think that he even said it in a more deplomatic way.
That raises the question -as to if we are all ghanains with equal oppotunities?
look at what prez maham said in parliament , on the religios and those trablaistic threat issues against christianity as if the heads of the missions Schools had no right but those few islamic students are more ghanain and that matter the constitution protect them more than other tribes and Religion.
kof things that are happen in this Country are very very nasty. People Need to voice them out so that it can be corrected for national Progress
Otumfour in few weeks ago , call on the presidency to be fair when it Comes off appointments , is it not in a half way suporting the cries of equal opportunities?
Kofi you just think of it if Ghana was federal , how the Ashanti, and the westen Region would have been with all their Mineral resources. just give me one example These regions can boost off inpraise to GOD for given them all These Minerals?

If you want an honest debate, surely you have to be true to the facts first. I interacted with you last week on this issue where you confessed that you have not listened to the said tape, so on what basis have you written this long article?
This is as if some of you are suffering from some herding principle or that you take delight in malice. You are just following biased press commentary instead of independently evaluating a primary source.
Osafo Maafo never said the things you have ascribed to him in this article. He never mentioned that Presidents can never come from the three Northern Regions. These are your own twists to be able to hang the man. Why would an educated person (which no doubt you are) be unwilling to chase a primary source before commenting on such a sensitive topic? You tried to justify this last week but it never washed with me.
Here is what Osafo Maafo said, if indeed the tape was not doctored:
“85.6% of the resources of Ghana come from five regions; 86% of the resources of Ghana come from five regions – Ashanti, Brong Ahafo, Eastern, Western and Central. The oil that was discovered recently in the western region changes this formula to about 90%. That is why we must not ignore these five regions and we should not. Those of you familiar with German politics know that you cannot be a Bundes councillor if you do not come from (unintelligible but certainly a region in Germany). In fact parties would not even choose you as their flagbearer. Please do you understand what I am saying? When you come to Ghana, the reverse is almost true. You should know that you have resources but you do not have a say in their management. Your development rather depends on those with no resources.”
This is the entirety of what the tape contains. There is no mention of tribe or ethnicity on this tape. There is no mention of Presidents on this tape and there is no mention of the three northern regions on this tape. Is it a case that you are thinking these thoughts and that you wish Osafo Maafo had said them?
Honesty in our discourse is a sure way to achieve the so-called unitary state you are shouting about.
Now coming to the substance of your article, you quoted very well from the Directive Principles of State Policy; yet you forgot about all these:
Article 35(6) enjoins the state to:
(d) make democracy a reality by decentralizing the administrative and financial machinery of government to the regions and districts and by affording all possible opportunities to the people to participate in decision-making at every level in national life and in government; and
(e) ensure that whenever practicable, the headquarters of a Government or public institution offering any service is situated in an area within any region, taking into account the resources and potentials of the region and the area.
Article 36(2)(d) again charges the state to undertake even and balanced development of all regions and every part of each region of Ghana, and, in particular, improving the conditions of life in the rural areas, and generally, redressing any imbalance in development between the rural and the urban areas.
How much are these constitutional provisions different from what is expressed on the tape? Please do not sacrifice ethnic harmony on the altar of political expediency.
It is quite unfair to call someone a coward when you have not spoken to him to hear his side of the story. The man did not disown his voice - he said if the tape includes the tribal comments that commentators like yourself are trailing, then it was doctored. Certainly if you heard him say that people from the three northern regions are not qualified to be presidents, then what you listened to was doctored.
I find you a coward too that you cannot stay true to the facts.

The man talked about 'having a say in the management of your resources'. He talked about 'not ignoring these five regions'. Anyone who seeks justification outside these is on a mischievous ride. It does not equate to bigotry. It is those of you who are stretching it to cover tribes and especially 'the 3 northern regions' who are playing with bigotry.

Ohemeng must be talking loose. How do you equate decentralization to suggesting that the Akan regions have all the natural resources of the country and therefore they must be in charge of it.Decentralization only means means access to administrative services and the control of allocated budgets by the regions and districts which is different from generating the resources within the districts or regions and using it.
The distribution of national resources in a decentralize system goes by population and not how much the region or district generates in terms of resources. The idea propounded by Osarfo Marfo was clearly bigotry and must be condemned. All you have quoted to justify his bigotry and the hollow argument you seem to be making to justify it suggests you must either be ignorant of what decentralization means and the working of government or just simply an apologist of bigotry.

The fore going article and practically all the comments do very little justice to the debate is couched using the wrong economic valuation approach, rather than the ecological economics approach.
Ecological economists argue that standard economic pricing and valuation techniques must either be changed to reflect ecosystem realities, or must be supplemented by other forms of analysis that focus on energy flows, the carrying capacity of the environment, and the requirements of ecological balance.
Maybe we have to amend the 1992 Constitution to include ecological economics perspectives.
Mr. Osafo Maafo & the rest of us are erring because we are not inputting the flows of natural resources & environmental services into the ecological account. Until we learn to do that our country will continue to have problems with how we calculate environmental microeconomics and macroeconomics.

Good morning Doc. I did not make President Mahama a subject or an example of the article but rather public office holders, including the Executive from the three Northern Regions. Therefore there is no indication or suggestion by me that Osafo Maafo said Presidents cannot come from the three Northern Regions. Of course, President Mahama is the President and head of public office holders/the Executive arm of government and from one of the three Northern Regions. However, your own contribution by way providing a transcript from the tape on the contrary supports the very view you claim Osafo Marfo did not say and I quote the relevant section.
"Those of you familiar with German politics know that you cannot be a Bundes councillor if you do not come from (unintelligible but certainly a region in Germany). In fact parties would not even choose you as their flagbearer".
In other words, if President Mahama were to be in Germany he would not even be a party flagbearer, let alone be elected president and that is what Osafo Marfo wanted Ghana to follow. Do you still dispute my understanding of the quote? If so, how do you understand the quote?
I know the two of us differ on this matter and I am am seeking to change your views but to share my views after a critical analysis. It's interesting whilst you accuse me of being dishonest to the truth, OBIA DIE MIENU MIENU also accuses me of giving Osafo Marfo an excuse by me relying on the constitutional requirement of regional and gender balance. I apologise if my use of the constitution came across as defending what Osafo Marfo was alleged to have said. Far from it.
May I ask, whether you have taken the time to speak to Osafo Marfo after listening to the tape to find out what exactly did he say? As far as Osafo refuses to publicly share what he said at the meeting but his only defence is that the tape is doctored, I am unable to defend him. That also makes him a coward and that is why I called him so. He knows what he said was wrong, indefensible and that is why he cannot say it publicly.

You are saying that Osafo Maafo has not defended himself but he has. Rather say that you have not heard him do so. You can google to check for yourself but he was on Oman to defend himself. He said exactly what I said that if the tape is pointing to him making tribal comments, it was certainly doctored.
I have followed these discussions on several fora and the words he uttered keeps on being twisted. Even websites who attached the sound have quotes that are nowhere to be found on the tape they attached. For instance some quotes are that the audience cannot say it anywhere but Ashanti Region. There is nothing of that sort.
In your own case you are citing that he said 'the 3 northern regions' and he never mentioned them. It would have been proper to have said 'that implies'. I would have disagreed but this would shown it in the proper perspective. By the way why be selective about the '3 northern regions' and not 'Volta' or 'Greater Accra'? If Osafo Maafo is guilty of anything, it is regionalism and not ethnocentricism. The two are very different.
Good morning Kofi, we shall continue to disagree on this matter but the most important thing is that we both want what is good for Ghana. It is a rich tapestry to whose destruction we should not unwittingly contribute.
