Stiffer rule of law, makes people responsible because if one goes against the law, the consequences is quite obvious. We live in a country where no one cares about what he/she does because our institutions are too weak as if they don't exist and that opens the doors for all that you have mentioned in your article.
Remember what Obama told our leaders when he came to Ghana? He said "We need strong institutions and not strong men". Unquote. In the West, they seems to move ahead due to their no nonsense "no one is above the law" in their constitution.

In any case,it's our intellectuals who have let us down because they are refusing to administer properly.They know the philosophy of life and are trusted with sensitive positions to correct the mistakes in the society,to lead the blind.Tell me where are they.Thank you.
