With proper computer programming to pay people, it should be easy to track down ghost names. But our country is not as computerised as the the advanced countries so continuous manual check should be made. It should be possible for the public and civil services to manually check on who is receiving what pay. If the Comptroller wants to do this check, it can be done. It should be a continuous process and every boss should be charged to always check that those who are paid are actually at work and deserving the pay.
Random checks should be made at all times so that people will be afraid to cheat. At every pay day, people from CAGD should be at some ministry to see that all those who are paid really exist. Pensioners should be checked extra.
This problem arises because we do not have good statistics. This should be improved at all times.

Ghost names on the public payroll are deliberate and despite the government effort of cleaning them out, there is the possibility that the ghost names can be put back. There is no system that is perfect meaning, there should be regular and unannounced auditing to flush out these ghost names.
Some people are of the opinion that "ehuru a ebegyo" so they will keep on trying to test the system to see if the government means what it says.
I live in the US and at times, the man in charge of payroll, will demand on the spot check to see if he is paying the workers he is in charge. During such period, he will instruct all supervisors to tell those under them to go to the paymasters office to collect their checks. Those who will not go, will not receive their checks and the remaining checks will not go to the various supervisors.
The government should do on the spot checks to flush out these illegal payment.

Retired Doctors even wear their white coats as Prof Akosa said and go round as if they are going to help you process your files and in the process charge you for handling the file. Everyone know someone who can help buit you have to pay an additional money even this is false.
