It is balling to us why the current
Finance Minister is unwilling to do the right thing by Ghana, the way these IMANI POCs see it!
However, we must recognize that there ought to be some precision to administrative language within any effective hierarchy, if "force" (or lose of position/employment, or criminal prosecution) is required, for failure to comply.
ITEM: The language used by the previous Finance Minister, an administrator in the classic sense, is also baffling.
Being not fully conversant with the entire scope of "laws" in this instance, it is still the case that a "request" is not an order that compels - that tells the recipient "you shall".
A request is technically not a "directive", or "instruction". Goes to the point every knowledgeable person knows: administration is still weak.
Further, seems to us the "The Criminal Code" itself ought to have attempted to make a distinction between a "government functionary/administrator", and others who merely have a business, legitimate or not, with the government.
Therefore, we agree the current "Finance Minister...is not bound by the decisions of his predecessor." Those "decisions" are not orders that have to be "enforced" or "rescinded". They were merely a "wish list."
So, we are forced to go back to channel one of the points made by IMANI recently: A lot of administrators/judges, need serious training.

Ghana's government failed all the way around because we choose, as a nation, to engage in the same wrong headed bull and expect different results which is something only fools will do. What process did the government use to evaluate before purchase of the SOFTribe payroll software? What did government consultants recommend as industry best practices and procedures for the automation of a system work flows? If Franklin Cudjoe is an engineer worth a hill of beans or a critic worth a grain of salt he would stop issuing fan favorite diatribes without intellectual foundations and seek real solutions that get to the core of our problems. If a student is solving a math problem where a mathematical equation is first and foremost the student is bound never to get to the right result if the equation he/she writes down on paper is incorrect. The same is true with the implementation of SOFTribe and it's about time even the pea-sized brainiacs at IMANI recognize. If the existing data used to generate payroll is flawed it is mandatory to clean or wash the data/records before or prior to running them through the system. There is no software anywhere that can detect ghosts of the dead or the living unless the system has a builtin reference to validate each record's unique identification or index against another record for a match. The government inadvertently granted authorization for crooked Ghanaians to have input/update access rights to a payroll system that lacks data cross checks and yet rely on the purchase of another cheap software to do the trick of solving our problems. There is no amount of letters, text or emails from Ghana's best intellectuals that will solve this payroll problem if Franklin Cudjoe is any honorable man but he cannot allow himself the opportunity to learn through his folly because his political ambitions cloud his judgment. Clean up the payroll data and the payroll software will yield accurate payroll paychecks. But even when all the ghost employee listing are removed from the payroll lines who is to say there are not bloated/erroneous wage attributions that remain?

It requires deep thinking & analytical brains & not babies brains like franklin cudjoe & his septic tank & cohorts to solve the problem . The problem begins from the recruitment process where appointment letters & imputs are prepared for non existent workers , where staff are recruited for non existent. Vacancies it is very very very complex that is why we need cool heads like Terkper to work on this and to resort talk shows.
Franklin u must begin to learn or u will crush! U intercepted a government commissioned audit report traveling from lolobi to lologa a report that is a public document & is being worke on what a shame?this clearlyb the work of a lazy opportunist

For instance, whoever and however the SOFTribe or Akatua (and I don't like both names) were purchased, surely the sensible thing would be to test and ensure their fitness for purpose and robustness to take up the sheer volume of data in question.
Some have argued for instance that National Service payroll be migrated to the Akatua system when no one has done a proper evaluation of its effectiveness and ROBUSTNESS to handle the problems. NSS data should be the last to be migrated to the system since it is a very fluid payroll system with people on the system for short periods (usually not more than 2 years).
We need common sense and people who know what they are talking about, a multidisciplinary team to tackle what is after all an age-old problem. For Cudjoe to blame the problem on the Finance Minister is simply displaying yet again ignorance on his part.

If I get you write, it seems what he is referring to (IPPD2 &3 issue) was not a new issue. If it was that easy a solution then why did he fail to do it himself.
In any case, was he not working with his two deputies ministers when he was the boss? what was the views of his deputies on the matter?
Politics cannot be done in this reckless manner. If he were to brief his deputies on the issue and seek thier candid opinion, they would have been collectively bound by a general decision.
What will have being his excuse if he had carried out such directives and there is a mess?
