What Ghana does not need now and never needed is the undeserved favorable status granted GLA and or our educated elite class that has been built on a falsehood that they either know better or are wise when neither can be further from the truth.
Dr. Boateng knows or ought to know that we are where we are in Ghana thanks to the ill-conceived ideas brought to bear in politics and on government by GLA. There has never been a government in Ghana that has not had majority in Parliament come from the educated elite class and or from GLA and advisors in the office of the president of same background. If Ghana is screwed up as some in Ghana say it is and GLA uses as reason to stage disgraceful demonstrations from New York to Germany when a President of Ghana arrives for a meeting which group, Dr. Boateng, do you think must bear a brunt of the blame and or shame? To be frank, Dr. Boateng, GLA must stop fighting for these perceived rights in Ghana and put their energies into forcing GLA classified members currently serving in the various capacities in government to act like they learned things of value while in class or living outside Ghana so we can all point to positive contributions from GLA or the educated elite class. The laws of Ghana negatively impact those living in Ghana than on GLA. After all the laws in the USA or local laws in your neck of the woods New York do impact more on you than those living in Ghana. It is only when the living in Ghana can see improved life expectancy, vibrant economic activities that improve wages and salaries and employment that real development can take place in communities across Ghana. And it is when the sun shines bright upon Ghana again GLA can reap even greater benefits from Ghana than they disproportionately and undeservingly get now.

Let me state categorically to you and all those who are being killed by jealousy: The only hope for Ghana is for a future President to diligently search for competent Ghanaians of integrity who have great experience working in leadership roles for some of the best companies in the world, and ask these Ghanaians to come as teams to transform the rot you guys have created! You see, the GLA members who occupy positions in Ghana and get corrupt are those who were struggling to make it abroad but knew some politicians in Ghana and were given appointments. Of course, these Ghanaians living abroad will share the bed of corruption with their corrupt colleagues in Ghana. There are real intelligent, highly competent Ghanaians with the highest level of integrity who can help transform the nation into a South Korea or Singapore but the Ghanaian leaders are afraid of these because they will not tolerate the continual plunder of the land that these politicians engage in. I hope you get my point!!!

Dr Boateng, you seem to be promoting an illegality and no different from the EC and government of Ghana. You are complaining about the non-implementation of ROPAA 2006, yet you encouraging Ghanaians abroad or GLAs who have acquired citizenship of another country to apply for dual citizenship from their respective Ghanaian Embassies and High Commissions.
For your information, the requirement for Ghanaians holding foreign citizenship to apply for dual citizenship was ruled unconstitutional by the Supreme Court in May 2012. However, in the same way the government has refused to implement ROPAA 2006, the government is unwilling to stop issuing dual citizenship despite the Supreme Court ruling because of the money.
Ghanaian Dual Citizenship is now automatic and no one should apply and pay for it. Both Prof Stephen Asare and I have written a number of articles on Ghanaweb on this subject.
I am sending you a copy of the Supreme Court judgement so please share it with your acquaintances and also ask them to educate other GLAs who are affected and may be interested.

In practice, if I am a Ghanaian living in the US (holding US citizenship) and my Ghanaian passport has expired, are you saying that all that I need to do is to send in my particulars to the Ghana Embassy in Washington, DC to renew my Ghanain passport? Does this then automatically confer on me the dual citizenship? Just need explanation on the practical aspect of this. Thanks.

AT, in the case of Prof Stephen Asare v Attorney General of Ghana at the Supreme Court in 2012, the Supreme Court ruled that the requirement for Ghanaians to apply for Dual Citizenship and be given Dual Citizenship Certificate/Card was unconstitutional and made such citizens second class citizens, an irrelevant administrative requirement. The ruling was made on 22 May 2012. However, the government has not implemented the decision so Ghana's missions abroad continue to advertise dual citizenship application because it's free money for them. No one will be issued with dual citizenship card because it's unconstitutional. Because most Ghanaians are unaware of this judgement they are wasting money applying for dual citizenship.
The answer to your question is, yes. All you need to do is to prove that you are eligible to hold a Ghanaian passport and your passport should be renewed for you without applying for Dual Citizenship. After you renew your Ghanaians passport you can travel to Ghana with your Ghanaian passport and re-enter US with your US passport. No need for visa to enter Ghana.
