The structure of our Constitution has rendered the parliament ineffective and a toothless arm of the president since 1992. All the previous governments have enjoyed this presidential monopoly of Parliament even though they all knew it was wrong. There's no appetite on the part of both parties to change the constitution because the current system is the legal way for the incumbent government to loot and share, with unanimous parliamentary approval.
